Naphtaly Rono is a career intelligence officer and legal professional currently nominated to serve as the Director General of the Financial Reporting Centre (FRC).
FRC is Kenya’s primary agency for combating money laundering and terrorism financing.
Rono was officially nominated by Treasury Cabinet Secretary John Mbadi on December 8, 2025, to replace the outgoing Director General Saitoti Maika, and on February 2, 2026, he appeared before the National Assembly’s Departmental Committee on Finance and National Planning for approval hearings.
His vetting process was delayed for approximately three months after his initial nomination due to the Parliamentary Christmas break.
Early Life and Educational Background
Naphtaly Kipchirchir Rono was born in the Chesumei constituency of Nandi County.
He is the son of a policeman and a homemaker and often credits his parents’ sacrifices and the societal environment of his youth for instilling the values of hard work, humility, and patriotism.

Rono is an alumnus of Kabaa Primary School, after which he attended the prestigious Kapsabet High School, where he was a classmate of the current Bomet East MP, Paul Biegon.
The legal practitioner holds a Bachelor of Laws (LLB) from the University of Nairobi (UoN), and during his vetting, Homa Bay Town Member of Parliament Peter Kaluma noted that they were close friends during their university years.
He earned a Master of Laws (LLM) specialized in International Financial Law and Regulation.
Rono is a certified Advocate of the High Court of Kenya.

Naphtaly Rono’s career spans the transition from traditional law enforcement to high-level intelligence and financial regulation.
National Intelligence Service
For over two decades, Rono has operated at the NIS as a Deputy Director of Counterintelligence and Head of Legal Affairs, spending over 10 years as the top legal advisor for the NIS and ensuring the agency’s operations aligned with the 2010 Constitution.

His most recent high-ranking role involves protecting the state against foreign espionage and internal threats.
National Police Service Commission (NPSC)
In 2019, he was appointed a commissioner of the National Police Service Commission (NPSC) and served as chair of the Appeals, Policy, and Legal Affairs Committee, where he managed police disciplinary cases and policy formulation until his resignation in early 2023 to return to the NIS.
Anti-Corruption and Financial Task Force
The nominee served on the Presidential Task Force on the Review of the Legal, Policy, and Institutional Framework for Fighting Corruption in 2015.
He was a member of the multi-agency team tasked with meeting the Financial Action Task Force (FATF) requirements to keep Kenya off international financial grey lists.
Financial Reporting Centre (FRC)
Nominated in December 2025 for the Director General position, he is set to lead the Financial Reporting Centre (FRC), Kenya’s financial spy agency, and his mandate is to track illicit money flows and combat the financing of terrorism.
Rono’s Family Background
Naphtaly is married and is a father of three children.
He maintains a primary residence in Nairobi and an ancestral home in Nandi County, where he engages in small-scale farming.

During the vetting session, Rono declared a net wealth of Ksh61.2 million, which he attributed to savings from his career, modest investments in land, and farming.
