Education Cabinet Secretary Julius Ogamba has addressed the confusion surrounding the fee structure for first-year university students, despite the government announcing a 15% to 40% reduction in tuition fees.
Speaking to the media on Monday, August 18, 2025, Ogamba assured students and parents that his ministry had finalized the rollout of the revised fee structure and shared the necessary data with universities for implementation.
“On Friday, August 15, 2025, the data was finalized. This is the time when the uploading of that data started, and perhaps in some universities, the process has not yet been completed. That is probably where the confusion arises, as students are saying they are not seeing the changes reflected on their specific institution portals,” Ogamba explained.
CS Ogamba Assures Immediate Implementation of Revised Fees Structure
At the same time, Ogamba reaffirmed the government’s commitment to making the new student-centred funding model effective, stressing that all eligible learners will benefit from the initiative.
He explained that a five-week window has been set aside for students to lodge complaints in cases where errors appear in their fee allocations.

The CS noted that those with genuine concerns will be allowed to appeal, assuring that the ministry is determined to correct any discrepancies so that no deserving student misses out on government support.
“Where there is an error or the information is not correct, the students will be allowed to appeal so that their fees or their issues can be reviewed. Remember, I can’t say this enough, the purpose of the student-centred model is to ensure that every student who deserves support from the government gets it, and we are determined to ensure that we carry that through,” said the Education CS.
Ogamba’s address comes amid the start of admission for first-year university students.
Some students have failed to report to their respective institutions for admission because a revised fee structure has not yet been issued to them.
Govt Lowers University Fees
For continuing students at various universities, some are awaiting the revised fee structure, hoping that it will ease their financial burden.
Some institutions have already issued notices to continuing students, saying they cannot provide a fee structure until the government confirms individual allocations.

On July 31, 2025, the government lowered university fees for all academic programs, effective September 1, 2025.
In a statement signed by Head of Public Service Felix Koskei and Ministry of Education Cabinet Secretary Julius Ogamba, the Ministry of Education said the move was in response to concerns raised by Kenyans.
“In direct response to concerns raised by students and their families, the Government has lowered fees payable by students across all academic programmes. This bold step reaffirms our commitment to ensuring affordable, accessible, and quality university education, while maintaining the financial sustainability of our institutions,” read the statement.
