President William Ruto has made fresh state appointments, including key changes at the National Police Service Commission (NPSC).
In a gazette notice dated Friday, August 22, 2025, the President appointed Amani Yuda Komora as Chairperson and Angeline Yiamiton Siparo as a Member of the NPSC.
“In exercise of the powers conferred by Article 246 (2) (a) of the Constitution as read with section 6 (8) of the National Police Service Commission Act, 2011, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint—Amani Yuda Komora to be the Chairperson of the National Police Service Commission, for a term of six (6) years,” read the notice.
Ruto Appoints NPSC Chair After Parliament Approval
Their appointments follow approval by the National Assembly on August 14, 2025, confirming that both met all constitutional and legal requirements after their nomination on August 4, 2025.
The announcement of their nomination was made through an official statement issued by the Office of the President and signed by Chief of Staff and Head of Public Service, Felix Koskei.

Komora is a seasoned human resource professional from Tana River County. He previously served as Vice-Chairperson of the Salaries and Remuneration Commission (SRC), General Manager of Human Resources at the Kenya Ports Authority (KPA), and Assistant Commissioner of Human Resources at the Kenya Revenue Authority (KRA).
He holds a PhD in Human Resource Management from Jomo Kenyatta University of Agriculture and Technology (JKUAT).
Siparo, on the other hand, served as Chairperson of the National AIDS Control Council (2016–2022), where she coordinated the Young African Leaders Initiative (YALI) across 49 countries. She holds a Master’s degree in Counselling Psychology.
The two will join existing NPSC members Edwin Cheluget, Peris Muthoni Kimani, Benjamin Juma Imai, and Prof. Collette A. Suda to oversee the mandate of the Commission.
Roles of the National Police Service Commission (NPSC)
- Human Resources and Welfare: The commission develops and reviews policies for the human resources of the service, including welfare, counseling, housing, and training of officers.
- Recruitment and Appointments: It coordinates the recruitment and appointment of personnel to the National Police Service, ensuring it meets constitutional thresholds for inclusivity and observes due process.
- Promotions and Transfers: The NPSC determines promotions and transfers within the NPS.
- Disciplinary Control: The commission exercises disciplinary control over individuals holding office in the police service, including removal from office.

- Remuneration and Terms of Service: It determines appropriate remuneration, benefits, and the overall terms and conditions of service for both police officers and civilian staff.
- Policy Development: The NPSC initiates and coordinates the development of policies on various aspects of police service, including officer welfare, training, and engagement in trade or other businesses.
- Oversight and Accountability: The NPSC gathers information, conducts investigations, and holds disciplinary hearings within the NPS to ensure compliance with its mandate.
