Ukraine has launched fresh attacks on Russia ahead of President Donald Trump’s planned meeting with Russian President Vladimir Putin.
The attacks from Ukraine reportedly occurred on the night of Tuesday, October 21, and extended into the morning of Wednesday, October 22, 2025, when drones from Ukraine reportedly struck an oil refinery in Makhachkala, Dagestan, and a mechanical plant in Saransk, Mordovia.
A precision strike reportedly targeted the Saransk Mechanical Plant, a facility based in the city of Saransk and operated under Russia’s state-owned defense conglomerate Rostec, resulting in damage to the site.
Zelenskyy Launches Fresh Drone Attacks in Russia
According to Russia’s Defense Ministry, 44 Ukrainian drones were intercepted overnight and on the morning of October 22, including eight over Dagestan.
Sergey Melikov, the governor of Dagestan, confirmed that a drone had targeted one of the region’s facilities. He stated that no injuries were reported and that authorities are still evaluating the extent of the damage.
However, Russia retaliated with drone strikes toward Kharkiv in Ukraine, where Zelenskyy confirmed that a Russian drone hit a kindergarten in Kharkiv after a massive attack overnight.

The Ukrainian President confirmed that one person was killed in the attack and sent condolences to the bereaved family.
“As of now, seven people have been injured and are receiving medical care. All the children have been evacuated and are now in shelters. Preliminary reports indicate that many are experiencing acute stress reactions. There is no justification for a drone strike on a kindergarten, nor can there ever be,” Zelenskyy said. “Clearly, Russia is growing more brazen. These strikes are Russia’s spit in the face to everyone who insists on a peaceful resolution,” Zelenskyy added.
The drone attacks between Russia and Ukraine came hours after White House official indicated that the planned meeting with Putin in Hungary is on hold.
US President Donald Trump had earlier announced on October 16, 2025, following a two-hour phone call with Russian President Vladimir Putin, that the two leaders would meet in Budapest, Hungary, within two weeks to discuss ending Russia’s war in Ukraine.
Trump Puts on Hold His Planned Meeting with Putin
However, a White House official told NBC that planning for a summit between U.S. President Donald Trump and Russian President Vladimir Putin is currently on hold.
Although previous consultations between U.S. Secretary of State Marco Rubio and Russian Foreign Minister Sergei Lavrov were described as “productive,” the U.S. President believes that the parties are not yet sufficiently prepared for full-fledged negotiations.
“Therefore, an additional in-person meeting between the Secretary and the Foreign Minister is not necessary, and there are no plans for President Trump to meet with President Putin in the immediate future,” the official said.

Ukrainian President Volodymyr Zelenskyy has said he would be ready to join Donald Trump and Vladimir Putin at a proposed summit in Hungary if invited.
On Monday, October 20, Zelenskyy told reporters: “If it is an invitation in a format where we meet as three, or, as it’s called, shuttle diplomacy… then in one format or another, we will agree.”
