The Biden White House devoted significant polling and messaging resources to First Lady Jill Biden but failed to prepare Vice President Kamala Harris as a potential presidential candidate, according to a Democratic National Committee review released Thursday.
The document, written by veteran Democratic strategist Paul Rivera, was released by DNC Chair Ken Martin after months of delay. Martin had initially refused to publish the report, citing its potential to create division.
He later reversed that decision following internal party pressure. The DNC attached detailed disclaimers that dispute many findings in the report and said it does not meet party standards.
Unequal Preparation
The report details how the Biden White House commissioned research on the settings, issues, and messaging that Jill Biden should use to support her husband’s presidency. In contrast, no comparable body of research existed for Harris.
When Biden stepped aside in July 2024, campaign aides had no ready self-research on the vice president. Pollsters had to launch three emergency studies at that moment.
Rivera wrote: “As a result, at the moment of the candidate switch the polling team discovered there was no self-research on the Vice President to guide the development of the research instruments.”
The report calls the gap a missed opportunity. It states that earlier work to position Harris could have helped both the president’s approval and her own readiness as a candidate.

The document also says the White House failed to contradict or correct Republican claims that named Harris as Biden’s border czar during the peak of the migrant crisis at the southern border. It adds that Biden’s staff did not consistently promote positive messages about Harris to reporters over three and a half years in office.
Biden Performance
The report criticizes the “Bidenomics” messaging for linking the president personally to voter frustration over rising prices on everyday items such as eggs. It notes that testing of Biden’s performance in the June 2024 debate against Donald Trump showed clear weaknesses.
Biden withdrew from the race weeks later, the first incumbent president to do so since Lyndon B. Johnson in 1968. Harris then had 107 days to campaign.
Rivera concluded that Democrats running for other offices might have faced even greater losses if Biden had stayed on the ticket. The report says the campaign did not effectively drive Trump’s negatives while also failing to build a clear positive case for Harris.

The release of this report arrives as Democrats look ahead to the 2026 midterm elections and the 2028 presidential race. It provides one detailed account of internal decisions made during the Biden administration and the short Harris campaign. The findings fuel ongoing discussions inside the party about candidate preparation, message discipline, and how power operated inside the White House.

The 2024 election showed the importance of advance preparation for top candidates and clear lines of responsibility inside a White House. This report, whatever its limits, makes those issues part of the official Democratic review.
