Health Cabinet Secretary Aden Duale has announced a crackdown on fraudulent medical facilities and plans to release a “list of shame” by June 14, 2025.
This list will expose facilities previously contracted under the defunct National Hospital Insurance Fund (NHIF) that have engaged in fraudulent activities, such as misusing public funds or providing substandard care.
The initiative also targets unqualified medical practitioners, urging all healthcare providers to operate within legal and regulatory frameworks.
The Ministry is working to enhance regulatory oversight, with CS Duale warning the Kenya Medical Practitioners and Dentists Council (KMPDC) against accrediting non-compliant facilities.
Partnership with Aga Khan University Hospital (AKUH)
CS Duale also announced the launch of a collaboration between the Ministry of Health and Aga Khan University Hospital (AKUH), facilitated through the SHA.
This partnership focuses on providing subsidized surgical care, including kidney transplants and cardiac surgeries, to improve access for vulnerable Kenyans, particularly those facing financial barriers to life-saving treatments.
The initiative was officially launched on May 28, 2025, during an event hosted by AKUH leadership, including President Dr. Sulaiman Shahbuddin and CEO Mr. Rashid Khalani.

Duale was accompanied by Principal Secretary for Public Health and Professional Standards Mary Muthoni, SHA Chairman, Dr. Abdi Mohamed, and other senior officials.
CS Duale emphasized that the partnership aims to reduce “catastrophic health costs,” ensuring no Kenyan is denied critical care due to financial limitations.
The partnership encourages other healthcare providers—public, private, and faith-based—to adopt similar models by offering subsidized services for SHA beneficiaries and fully implementing the SHA Tariff and Benefits Package.
“This partnership is a key step in reducing catastrophic health costs, especially for the most vulnerable in our communities,” Duale said.
“No Kenyan should be denied life-saving treatment because of financial limitations.”
Universal Health Coverage
CS Duale said the recent efforts to ensure compliance in the health sector is part of the Ministry’s resolve of achieving UHC’s mission. President William Ruto recently unveiled a comprehensive UHC plan that promises free healthcare services at Level 1, 2, and 3 health facilities across the country.
This initiative aims to ensure that every Kenyan has access to essential health services without financial hardship.

The Kenya Universal Health Coverage Policy 2020-2030 outlines strategies to transform the health sector. It emphasizes equity, efficiency, and a multi-sectoral approach to healthcare delivery.
