Kenyan Retired General Daniel Opande Honoured as Grand Commander of Sierra Leone’s Order of the Rokel

The President of Sierra Leone, Julius Maada Bio, conferred the prestigious Grand Commander of the Order of the Rokel upon Lieutenant General (Rtd) Daniel Opande.

The ceremony took place during the Sierra Leone Armed Forces Day and Investiture on Wednesday, February 18, 2026.

Lt Gen (Rtd) Daniel Opande was recognised for his exceptional leadership and service, particularly for his pivotal role in the disarmament of rebel forces that helped bring Sierra Leone’s civil war to an end and restore lasting peace.

Speaking at the ceremony, Opande dedicated the award to all Kenyan soldiers serving in peace support missions around the world.

The award was presented during the Sierra Leone Armed Forces Day and Investiture Ceremony, which marks the anniversary of the official declaration ending the country’s civil war in 2002.

The holiday honours the sacrifices of the Republic of Sierra Leone Armed Forces (RSLAF), including those who served in the World Wars, the decade-long civil war of the 1990s, and ongoing international peacekeeping missions.

Why Daniel Opande Was Honoured

Opande is widely regarded as a central figure in Sierra Leone’s journey to peace. He served as Force Commander of the United Nations Mission in Sierra Leone (UNAMSIL) from November 2000 to 2003.

During which he led one of the UN’s most complex peacekeeping operations and helped guide the war-torn nation toward recovery.

Beyond Sierra Leone, he also commanded peacekeeping missions in Namibia, Mozambique, and Liberia, earning a reputation as a respected leader in international peace and security.

General Opande in Military

As a Lieutenant General, Opande held the second-highest military rank in the Armed Forces of Kenya and also served as the most senior adviser to the Chief of General Staff in his capacity as the vice.

In addition, his illustrious military career included service in leadership positions across various United Nations (UN) peacekeeping missions.

Born on August 18, 1943, in Gendia, Karachuonyo, Homabay county, Opande embarked on a journey of service to his nation and beyond from the moment he was commissioned as a Second Lieutenant in 1964 at the British Army’s Mons Officer Cadet School in Aldershot, United Kingdom.

General Opande is also a graduate of the British Army Staff College, Camberley, and the United States National Defense University at Fort Lesley J. McNair, Washington, D.C.

Graduating from the Mons Officer Cadet School, he displayed exceptional leadership, rising through the ranks to become a Lieutenant General in the Kenyan Army.

He assumed the role of KDF’s Vice-Chief of General Staff in 2000, a role which led to him taking over as the Force Commander of the United Nations Mission in Liberia (UNMIL) in 2003.

Throughout his illustrious career, General Opande has also served as Commandant of the National Defense College, Kenya’s highest military institution.

Major Contributions

General Opande’s contributions to peace and stability in Africa are profound with his dedication to peace and security extending beyond Kenya’s borders.

The accomplished military man commanded some of the most volatile peacekeeping operations in Africa, including missions in Mozambique, Namibia, Liberia, and Sierra Leone.

In Namibia, General Opande served as Deputy Force Commander with the United Nations Transitional Assistance Group in Namibia (UNTAG) from 1989 to 1990.

Before serving as UNTAG DFC, he had been the Kenya Defense Forces’ director of operations.

He facilitated complex peace negotiations, such as the Mozambican peace process, and served as Chief Military Observer for the United Nations Observer Mission in Liberia (UNOMIL) from 1993 to 1995.

In Mozambique, he represented Kenya in the peace process as a facilitator and negotiator between the Mozambican National Resistance (RENAMO) and the Government of Mozambique from 1990 to 1993.
