The Communications Authority of Kenya (CA) plans to acquire an ID-to-SIM card checker to enable the public to verify which phone numbers have been registered using their National Identification or passport details without consent.

The announcement was made through a tender notice dated February 18, from Kenya’s Communications Authority (CA).
“The Authority intends to acquire an ID-to-SIM card checker, to be used by members of the public to check which numbers may have been registered using their National Identification documents or passports without their consent or knowledge,” the notice partially read.
According to the authority, the checker will operate via a dedicated short code.
Communications Authority On Cloud‑Based, SMS‑Accessible Solution
Users will be expected to send their identification number to a dedicated short code, and the system will search all Mobile Network Operators’ databases to return associated numbers.
As outlined, the service will be provided as a cloud-based solution accessible via SMS, allowing members of the public to perform queries directly.
The system will also include a Graphical User Interface accessible via a browser, which will allow system administrators to view statistical information.
According to the tender terms, the proposed solution shall integrate with all Mobile Network Operators and Mobile Virtual Network Operators.
Technical requirements stipulate that the system must the capable of processing up to 5,000 SMS messages per minute and include data masking or encryption of sensitive data.
Further, the system must be capable of conducting a pre-check for primary number ownership before progressing the querying process to other network operators.
“The service will entail members of the public sending their identification document number to a dedicated short code number, and the system searching all the Mobile Network Operators’ databases and returning the list of numbers associated with the sent identification document number,” the tender notice further explains.

Tender for ID-to-SIM Card Checker Services
The Communications Authority of Kenya (CA) has invited sealed tenders for the provision of ID-to-SIM card checker services under Section IV Part II of the Procuring Entity’s Requirements.
Interested parties can be able to inspect the tender documents during office hours from 9:00 am to 4:00 pm, Monday to Friday, at the CA Centre on Waiyaki Way, Supply Chain Management Department, 2nd Floor, Wing A.

The tender documents may also be obtained electronically via the CA website or the Public Procurement Information Portal (PPIP).
Electronic downloads are free, but tenderers must forward their particulars to [email protected] for clarifications or addenda.
Tender documents can also be purchased for KShs 1,000, payable at the CA Accounts Office as a non-refundable fee.
The notice noted that all tenders must be accompanied by a tender security of KShs 500,000 in the form of a bank guarantee from a CBK-recognised bank or an insurance bond from an IRA-licensed company, valid for 170 days from the tender opening date.
Completed tenders must be submitted in a plain sealed envelope marked “OPEN NATIONAL TENDER FOR PROVISION OF ID-TO-SIM CARD CHECKER SERVICES – CA/SCM/OT/03/2025-2026” to the CA office by Wednesday, 11th March 2026, at 10:30 am EAT. Electronic submissions are not allowed.
Tenders will be opened publicly immediately after the deadline in the presence of representatives from participating tenderers.
“Submissions received after the deadline will be rejected,” the tender warned.
