The selection panel for nominees for appointment as chairperson and members of the National Police Service Commission (NPSC) has shortlisted candidates. In a statement on Friday, March 14, 2025, the panel shortlisted eight candidates for the chairperson’s position and twenty-nine for the member.
Those who made the shortlist include former commissioner of the Independent Electoral and Boundaries Commission – IEBC, Maragaret Wanjala Mwachanya.

Mwanchanya and two other commissioners, Paul Kurgat and Connie Nkatha Maina resigned from IEBC in 2018, due to lack of confidence in the poll team at the time, led by Wafula Chebukati, now deceased.
The Panel said, “Pursuant to the provisions of Article 246(2)(a) of the Constitution and Section 5 of the National Police Service Commission Act 2011, the Selection Panel invited applications from suitably qualified persons for the positions of the Chairperson and Members of the National Police Service Commission in the print media and the Public Service Commission website on 20th February 2025.”

Panel Chair Arthur Osiya further noted, “The list of all applicants can be accessed on the Public Service Commission website: www.publicservice.go.ke. After considering the applications, the Selection Panel shortlisted candidates for the positions of the Chairperson and Members for interviews.”
NPSC Selection Panel Picks
Others shortlisted for the NPSC job are Kizito Wangalwa Osore from Busia County, Doreen Nkatha Muthaura from Isiolo, Micah Pkopus Powon – West Pokot and Humphrey Kimani Njuguna from Murang’a County.

In addition, the panel has picked Susan Khakasa Oyastsi from Kakamega, John Mutegi Muriungi of Tharaka Nithi, Komora Mabudi Jilo of Tana River and John Otieno Ondego of Kisumu County to appear for interviews.

For the position of member, NPSC, the panel has shortlisted Benjamin Juma, Michael Barasa, Esther Seroney, Eric Kiraithe, Julius Muthama and Obimo Patrick Ochieng.
Eric Kiraithe is a career police officer who served as government spokesperson. In 2019, he was appointed Principal Administrative Secretary (PAS) at the Ministry of Information, Communication and Technology – ICT.
Others shortlisted for member position are Peris Muthoni Kimani, Gitahi Kanyeki, Gitahi Njoka, Hamisi Salim Massa, Jostine Machuma, Adan Abdullahi Kunaow, Washington Opiyo Sati, Humphrey Nakitari, Stanley Kamau Maina, Mohammed Hussein Gabbow, Isaac Ole Shaasha, Kula Hache, Patrick Wakaba and Anne Deraso.
Furthermore, the panel has invited Colleta Suda, William Onsongo Mbaka, Rose Mumbua Musyoka, Abdirahaman Abdi Abdikadir, Abdi Mohamed Hassan, Areba Omwoyo Samba, Jaafar Mohamed Sabir, Matilda Pamela Aleyo Sakwa and Amani Yuda Komora for interviews on Friday March 28, 2025.
Interview requirements
NPSC Selection Panel informed the shortlisted candidates that the interviews will be conducted on the dates and time indicated in the advert at the Public Service Commission, Harambee Avenue.

“The candidates should be at the venue at least twenty (20) minutes before the starting time,” said Osiya.
In terms of requirements, the candidates should present: National Identity Card, Academic and Professional Certificates and transcripts, any other supporting documents and testimonials.
Importantly, they should get current and valid clearances from the following bodies:
(i) Kenya Revenue Authority; (1)
(ii) Ethics and Anti-Corruption Commission;
(iii) Higher Education Loans Board;
(iv) Any of the Registered Credit Reference Bureaus;
(v) Directorate of Criminal Investigations (Police Clearance Certificate);
Candidates must also present a letter of recognition of qualifications from the Commission for University Education (CUE) for any degree obtained from foreign universities; and recommendations from relevant professional bodies (where applicable).
Lastly, Osiya asked Kenyans with information on any of the candidates to share with the panel in advance.
“Members of the public are invited to avail any credible information of interest relating to any of the shortlisted candidates through sworn affidavits to the Chairperson via email npscseletionpanel2025@publicservice.go.ke or through the Office of the Secretary/CEO, Public Service Commission situated on 4th floor Commission House, off Harambe Avenue, Nairobi on or before 20th March 2025.”
