President William Ruto on Friday, November 22, made several appointments across government departments.
In a gazette notice dated November 22, the President appointed several former members of parliament to different state departments, where they will serve for three years.
The appointees include former Rarieda Member of Parliament (MP) Nicholas Gumbo and former Kesses MP Swarup Mishra.
“In exercise of the powers conferred by Section 6(1)(a) of the Sugar Act, 2024, I, William Samoei Ruto, appoint Eng. Nicholas Gumbo to be the Chairperson of the Board of Directors of the Kenya Sugar Board for three years, with effect from November 22, 2024,” part of the gazette notice read.
President Ruto appoints EX-MPs to head different parastatals
Engineer Gumbo served as Rarieda MP for 10 years, from 2007 to 2017. He ran for the Siaya gubernatorial seat in 2017 but lost to the incumbent at the time, Cornel Rasanga.
Gumbo also contested the Siaya gubernatorial race again in 2022 but was defeated by then-Siaya Senator James Orengo.

Before his appointment to the Sugar Board, Gumbo was named Chief Administrative Secretary (CAS), a position later declared unconstitutional by the court, prompting President Ruto to discontinue the CAS appointments.
Ruto also appointed Swarup Mishra as the Chairperson of the Board of Directors of the Kenya Biovax Institute Limited.
President appoints former CDF to head Mwai Kibaki Referral Hospital
“I appoint Dr. Swarup Mishra to be the Chairperson of the Board of Directors, Kenya Biovax Institute Limited, for three years, with effect from November 22, 2024,” the notice read.
Mishra served as Kesses MP from 2017 to 2022. He was elected on a Jubilee Party ticket in 2017 but lost in the 2022 general election when he ran as an independent candidate.

Elsewhere, President Ruto appointed former Chief of Defence Forces Robert Kibochi to head the Board of Directors of the Mwai Kibaki Referral Hospital.

“I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint General (Rtd) Robert Kibochi to be the Chairperson of the Board of Directors of the Mwai Kibaki Referral Hospital,” part of the notice read.
Kibochi served in the Kenya Defence Forces for 44 years. He joined the military in 1979 and retired in 2023.
The retired CDF was appointed by former President Uhuru Kenyatta in 2020 to replace Samson Mwathethe who served in the military for more than 42 years.
Prior to his appointment as CDF, Kibochi served as the Vice Chief of Defence Forces.
At one particular time, the retired CDF also served as the commander of the Kenya Army and Assistant Chief of Defence Forces in charge of Operations, Plans, Doctrine, and Training.
