Former Independent Electoral and Boundaries Commission (IEBC) Chairperson Ahmed Issack Hassan has been shortlisted for appointment as Chairperson of the Independent Policing Oversight Authority (IPOA)
In a notice on Tuesday, October 8, the Selection panel published the names of the shortlisted candidates for appointment as Chairperson and Members of the IPOA.
The Panel said a total of twenty-two and 304 applications were received for the Chairperson and Members respectively at the close of the advertisement on September 27, 2024.
“After considering the applications, the Selection Panel shortlisted eight candidates for the position of Chairperson and 37 candidates for the position Member to appear for interviews,” the Panel said.
Issack Hassan & Letangule Interview Date
Issack Hassan will face the panel on October 23, Wayong’o Cyril Simiyu (Bungoma), Juliet Wanjiku Muremi (Kiambu) and Richard Barno (Uasin Gishu).
Hassan oversaw the 2013 general elections under the 2010 constitution. He was the referee in the presidential race between Uhuru Kenyatta and Raila Odinga.
In 2015, Issack Hassan was hounded from office following a push by the opposition led by Raila.
He has been shortlisted alongside former IEBC Commissioner Thomas Letangule who was known during the 2013 general election.
Letangule will be interviewed on October 22 alongside Annah Konuche (Nandi), Patrick Blasius Owiny (Siaya) and Mercy Wambui Kamau (Nakuru).
Shortlisted Candidates for the Position of Member
Former National Transport and Safety Authority (NTSA) Director-General Francis Meja has been shortlisted for appointment as member of the IPOA.
He will face the Selection Panel on October 24 together with Anab Mohamed Gure (Garissa), Dr. Micah Onyiego Nyakego (Nyamira), Dr. Laxmana Peter Kiptoo (E/Marakwet), Jackline Lukalo Mwenesi (Kakamega), Mohamed Abdi Haji Mohamed, Francis Meja, and Dr. George K. Omondi Afulo (Siaya).
Additionally, Abdirahman Adan Abdikadir who was sworn in as a member of Political Parties Disputes Tribunal (PPDT) in May 2023 is also among the shortlisted applicants.
Adan will be interviewed on October 25 with Symon Kaitikei Rotiken (Narok), Dr. Faith Muthoni Gichovi (Embu) and Mary Lucy Mongany (Uasin Gishu).
Other candidates including Teresia Jerusah Michael (Kitui), Prof. Fred Opiyo Jonyo (Migori), Elizabeth Atieno Ayoo (Kisumu), and Abdirahman Adan Abdikadir (Wajir) will also be interviewed on the same day.
“Members of the public are invited to avail any credible information of interest relating to any of the shortlisted candidates through sworn affidavits to the Chairperson via email ipoa2024@publicservice.go.ke or through the Office of the Secretary/CEO, Public Service Commission situated on 4th floor Commission House, off Harambe Avenue, Nairobi on or before 16 October 2024,” the Selection Panel said.

Other Shortlisted Candidates
Besides, the Selection Panel has shortlisted eight candidates to appear for interviews on October 28, 2024.
The list includes Mark Lomunokol, HSC (West Pokot), Alex Cleland Atingo (Vihiga), Paul Mugambi Mwenda (PWD) (Meru) and Florence Wairimu Muturi (Nakuru).
Others are Ann Wanjiku Mwangi (Trans Nzoia), Collins Wanderi Munyiri (Nyeri), Dr. Annette Mbogoh (Kilifi), and Joseph Njonjo Nkamasiai (Narok).
Eight candidates including Mary Yiane Seneta (Kajiado), Rukia Ahmed Sheikh, (PWD) (Wajir), Zachary Kamau Mwangi (Murangá) and Stephen Mwachofi Singo (Mombasa) will be interviewed on October 29.

The other candidates are Beverly C. Moss (Bungoma), KenWilliams Nyakomitah (Homabay), Susan J. Wendot (Baringo), John Muchiri Nyaga (Embu)
The Slection Panel will interview the following candidates on October 30: Hussein Gabbow (Marsabit), Boniface Kipkemoi Samati (Baringo), Diana Mutunga Watila (Bungoma) Sylvia Cherotich Chelogoi (Trans Nzoia), Richard Mativu Musau (PWD) (Makueni), Moses N. Mbaruku (Tharaka Nithi) and Wilfred A. Nyagwanga (Kisii)
“The Selection Panel would like to confirm that the shortlisted candidates will be interviewed on the date and time indicated above. The candidates should be at the venue at least (15) minutes before the starting time,” reads another part of the notice.
Requirements During Interviews
Shortlisted candidates should bring originals of the following documents
- National Identity Card.
- Academic and Professional Certificates and transcripts.
- Any other supporting documents and testimonials.
- Valid and Current Clearances from the following bodies: Kenya Revenue Authority (KRA), Higher Education Loans Board (HELB), any of the Registered Credit Reference Bureau, Directorate of Criminal Investigations (DCI) and Ethics and Anti-Corruption Commission (EACC).
- Letter of recognition of qualifications from the Commission for University Education (CUE) for any degree obtained from foreign universities
- Recommendation letter or certificate of good standing from the relevant professional bodies (where applicable).
