The National Transport and Safety Authority (NTSA) has taken action against six public transport operators following investigations into fatal road crashes and repeated safety violations during the December 2025 festive season and early January 2026.
In a press statement issued on January 19, 2026, NTSA said the enforcement action was taken after the Authority established non‑compliance with statutory safety requirements under the Traffic Act and the Public Service Vehicle (PSV) Regulations, 2014.
“The Authority in undertaking its mandated role has resolved to suspend the operating licences of the four (4) public transport operators following reports of fatal crashes during the December 2025 festive season,” read the statement.
Non-Compliance and Safety Violations
The Authority noted that the affected operators repeatedly violated statutory safety standards, including KS 2295-2023, which sets mandatory vehicle and operational safety checks.

Investigations revealed that several transport companies allowed vehicles with defective speed limiters and other safety defects to operate, placing passengers and other road users at risk.
NTSA also noted that drivers involved in fatal crashes or speed violations continued operating without undergoing compliance checks, endangering public safety.
The Companies have been given 21 days to comply with the set conditions; failure to do so, their operating licenses shall be suspended.
The companies affected by this decision include The Guardian Coach and Nanyuki Express Cab Service Limited.
NTSA Suspends Saccos
The NTSA has suspended the operations of several public transport Saccos following fatal road crashes and repeated safety violations.
These public transport operators failed to comply with statutory safety requirements.
Uwezo Coast Shuttle did not respond to the NTSA summons after a fatal accident on 6th January 2026 along the Londiani Muhorini road.
NTSA has immediately issued a suspension to ensure that unsafe vehicles and drivers are taken off the roads to protect passengers and other road users.
The suspended Saccos include:
- Monna Comfort Sacco
- Greenline Company Ltd
- Naekana Route 134 Sacco Ltd
- Uwezo Coast Shuttle

Enforcement Actions and Compliance Measures
NTSA has issued strict directives for each operator to comply within a stipulated timeframe, or risk permanent suspension of their licenses. The compliances include:
- The Operators to present signed contracts for drivers and other staff compliment including proof of compliance with Section 5(1)(e). Six months’ record of staff payroll, PAYE, NSSF, and SHA remittances.
- The Operators to submit their last quarter reports (October-December 2025), detailing their compliance status, challenges encountered, and proactive measures undertaken to enhance safety and compliance.
- The Operators shall conduct Road Safety Sensitization for ALL drivers and file sensitization reports, photos, minutes of the meetings, and attendance lists with the Authority. The sensitizations must be facilitated by NTSA.
