Betty Murungi Kaari is one of Kenya’s most distinguished human rights lawyers, gender justice advocates, and international legal experts.

Although she is widely known as the wife of Siaya Governor and veteran politician James Orengo, she has built an impressive career on her own merit.

Early Life and Education

Betty Kaari Murungi was raised in Chogoria, Meru South, in a large family of nine children.

She is the sister of former Meru Governor Kiraitu Murungi, a prominent Kenyan political figure.

She was the second-born and spent much of her childhood with her grandparents after her parents traveled to the United States under the student-airlift program of the early 1960s.

Betty later joined the University of Nairobi, where she studied law and graduated with a Bachelor of Laws degree with honors in 1984, before undertaking professional training at the Kenya School of Law, where she qualified as an advocate in 1985.

Seeking to broaden her expertise, Murungi later joined Harvard Law School’s Human Rights Program as a visiting fellow in 2005 and 2006.

Her research focused on transitional-justice mechanisms—the processes through which societies emerging from violence or authoritarian rule pursue truth, accountability, reparations and reconciliation.

Career

Betty Kaari Murungi began her legal career in private practice after qualifying as an advocate of the High Court of Kenya.

She worked at Mereka & Co. Advocates in Nairobi from September 1985 to December 1989, then became a founding partner at Murungi & Co. Advocates in Nairobi in 1993.

Her transition into international justice was shaped by the aftermath of the 1994 genocide against the Tutsi in Rwanda.

Murungi went on to work on issues involving conflict-related sexual violence and gender crimes, becoming associated with the emerging body of international criminal and humanitarian law on such offences.

She has worked with institutions and justice processes linked to the International Criminal Tribunal for Rwanda, the Special Court for Sierra Leone, Rwanda’s Supreme Court and post-conflict initiatives in countries including Rwanda, Burundi, South Sudan, Uganda, Liberia and Sierra Leone.

Murungi was also among civil-society advocates involved in the negotiations that led to the 1998 Rome Statute, which created the International Criminal Court.

She chaired the Women’s Caucus for Gender Justice, a coalition that pushed for stronger recognition of sexual and gender-based crimes in the ICC framework.

In 2001, she co-founded Urgent Action Fund-Africa, a Nairobi-based feminist fund that supports women’s rights activists and organizations facing urgent threats or openings for action.

Murungi later served as its founding director, helping build one of Africa’s better-known feminist funding and advocacy institutions.

Her Kenyan public-service roles have included serving as vice-chairperson and commissioner of the Truth, Justice and Reconciliation Commission, the body established to examine historical injustices, human-rights abuses and political violence in Kenya.

Between 2009 and 2013, Murungi represented Africa on the board of the International Criminal Court Trust Fund for Victims, which assists victims of crimes within the ICC’s jurisdiction.

Betty Murungi has also served on major UN investigative mechanisms. In 2018, she was appointed to the UN Human Rights Council’s independent commission of inquiry into alleged violations during the Gaza protests in the Occupied Palestinian Territory.

In 2022, she joined the International Commission of Human Rights Experts on Ethiopia, alongside former ICC prosecutor Fatou Bensouda and legal scholar Steven Ratner.

Her academic and professional recognition includes a 2020 appointment as Professor of Practice at SOAS University of London.

Betty Murungi’s Family and Net Worth

Betty Murungi is married to James Aggrey Orengo, a Senior Counsel, veteran politician and the current Governor of Siaya County.

The couple has six children: Bob, Steven, Michael, Zeni, Josephine and Lynette.

Over the years, they have built one of Kenya’s most prominent legal and public service families, with both spouses enjoying distinguished careers in law and governance.
