The Information and Communication Technology (ICT) Authority has announced changes to its Board of Directors. The ICT Authority Board, in a notice dated July 1, 2025, announced that Chief Executive Officer (CEO) Stanley Kamanguya has proceeded on terminal leave with immediate effect.
The decision comes amid a pending High Court petition filed by Kamanguya challenging efforts to remove him from office.
In the interim, Zilpher Owiti has been appointed to serve as the Acting CEO pending the advertisement and competitive recruitment of a substantive CEO.
“This decision was arrived at during a Board meeting held today,” read part of the notice
“The Board remains committed to ensuring a seamless transition and to maintaining the stability and performance of the Authority as it continues to deliver on its critical mandate in Kenya’s digital transformation journey.”
The announcement, however, was made on the same day the High Court issued temporary orders barring the ICT Authority Board from terminating Kamanguya’s employment, pending the hearing and determination of a petition he has filed.

Justice Nduma Nderi certified the matter as urgent and directed that the petition be served and responded to within five days.
“Meanwhile, an injunction is issued restraining the Board from discussing the matter of the petitioner’s reappointment, pending the hearing and determination of this application,” the court ordered.
In his petition, Kamanguya argued that on March 6, 2025, the Board of Directors had approved and recommended his reappointment to the Cabinet Secretary for ICT and the Digital Economy for a new term beginning August 8, 2025.
He further claims that on March 10, 2025, the Cabinet Secretary formally reappointed him in line with the Board’s recommendation.

According to court documents, “the question concerning the petitioner’s reappointment as CEO of the ICT Authority is currently pending before the court.”
Despite this, Kamanguya alleges that the ICT Authority Board issued a notice for a special meeting scheduled for Tuesday, July 1, 2025, at 9:00 a.m., with an agenda including discussions on the minutes of the Board meeting regarding his reappointment.
Kamanguya contends that proceeding with such discussions while the matter is before the court would be unlawful and prejudicial.
“It is only fair, lawful, and in the interest of justice that the application be allowed,” the petition reads.
The court has scheduled the inter partes hearing for July 7, 2025.
The ICT Authority’s broad mandate entails enforcing ICT standards in Government, establishing, developing and maintaining secure ICT infrastructure systems, supervision of electronic communications, as well as promoting digital literacy, capacity, innovation, and enterprise.
