Ruto’s Lawyer Among 35 Shortlisted for Court of Appeal Judge Jobs [FULL LIST]

Ruto’s Lawyer, Katwa Kigen Shortlisted By Jsc For Court Of Appeal Judge Positions

The Judicial Service Commission (JSC) has shortlisted 35 candidates for appointment as Judges of the Court of Appeal following a nationwide call for applications earlier this year.

According to a notice released on October 23, the JSC had advertised 15 vacant positions on June 9, 2025, and received 94 applications by the closing date of July 7, 2025.

After reviewing submissions for completeness and compliance, the JSC shortlisted the following candidates for interviews.

Among those shortlisted is lawyer Katwa Kigen, who previously represented President William Ruto at the International Criminal Court (ICC).

Profile of Katwa Kigen

Katwa Kigen was admitted as an Advocate of the High Court of Kenya in 1996, and he is a seasoned lawyer specializing in civil litigation, arbitration, and mediation.

His practice spans banking, insurance, medical negligence, land and commercial disputes, international trade, and constitutional matters.

Kigen gained prominence representing high-profile clients, including President William Ruto and journalist Joshua Sang, at the ICC, both of whom were acquitted.

He also defended Jacque Maribe and Henry Rotich in major national cases and acted pro bono in the Willie Kimani murder trial.

Academically, he holds LL.B. and LL.M. degrees from the University of Nairobi and a Diploma in Law from the Kenya School of Law.

Profile of Ahmed Issack Hassan

Ahmed Issack Hassan is an Advocate of the High Court of Kenya with a law degree from the University of Nairobi and postgraduate diplomas from the Kenya School of Law and Galilee Institute of Management.

He is a specialist in commercial and constitutional law. He is best known as the former Chairperson of Kenya’s IEBC (2011–2017) and IIEC (2009–2011).

Hassan has also served as a Commissioner in the CKRC and Kiruki Commission, and as an international elections consultant for the UN and AU in Somalia, South Sudan, and Afghanistan.

He is a recipient of national honors (EBS, CBS) and international awards for excellence in election management and governance.

Judiciary Invite Public to Comment 

The Commission stated that the dates for interviews will be announced in due course.

The JSC stated that all information shared will remain confidential and that the Commission reserves the right to interview individuals who provide relevant information.

In the notice statement, Winfridah B. Mokaya, CBS, Secretary to the JSC, said that the Commission is an equal opportunity employer, committed to fair and merit-based selection from the widest possible pool of qualified candidates.
