KeNHA Seeks Suppliers of 66 Software Licences for World Bank-Funded Project

The Kenya National Highways Authority (KeNHA) has advertised tenders for the supply of digital infrastructure needed for the World Bank-funded Horn of Africa Gateway Development Project (HoAGDP), including the planned acquisition of 66 software licenses.

Covering about 740- 764 km, the project aims to improve movement, digital connectivity, and access to social services for communities at designated locations along targeted sections of the Isiolo-Mandera Regional Road Corridor.

In an advert published on August 11, 2026, KeNHA invited eligible bidders seeking to supply, install, and configure the software licenses as part of the project to send applications.

The procurement drive seeks 25 geospatial, 15 engineering design, 10 document management, 10 cloud storage, and six highway analysis software licenses.

Financing for the digital upgrade will come from funding received by the Government of Kenya from the World Bank for the Horn of Africa Gateway Development Project.

“The Kenya National Highways Authority (KeNHA) through the Government of Kenya has received financing from the World Bank toward the cost of the Horn Africa Gateway Development Project, and intends to apply part of the proceeds toward payments under the contracts for the Supply, Installation, and Configuration of 25 No. Geospatial Software Licenses, 15 No. Engineering Design Software Licenses, 10 No. Document Management Software Licenses, 10 No. Cloud Storage Licenses, 6 No. Highway Analysis Software Licenses,” the statement read in part.

KeNHA issued the notice under RFB Reference No. KE-KENHA-556111-GO-RFB and Tender No. KeNHA/3004/2026.

Two Lots Cover Geospatial and Engineering Software

Lot 1 comprises 25 geospatial software licenses offered on annual subscription terms and 10 cloud storage licenses. Supply, installation and configuration will be included under this lot.

Lot 2 covers 15 engineering design software suite licenses, 10 document management software licenses and six highway analysis software licenses.

Engineering design and document management licenses will also be provided through annual subscriptions, while highway analysis software forms part of the same lot.

Eligible bidders can submit bids for one or both lots. Suppliers intending to offer discounts where they are awarded more than one lot or contract may include those discounts in their Letter of Bid.

Horn of Africa Gateway Development Project

The Horn of Africa Gateway Development Project (HoAGDP) is a World Bank-financed infrastructure and trade facilitation program aimed at improving transport, digital connectivity and access to services along Kenya’s 740-kilometer Isiolo–Mandera Regional Road Corridor.

Project objectives include improving the movement of people and goods, reducing transport and trade costs, expanding fiber-optic connectivity, improving access to basic social services and strengthening transport and trade institutions.

Major infrastructure works include upgrading sections of the Isiolo–Mandera road to bitumen standards, constructing spur roads, installing a 740-kilometer main fiber-optic cable and developing about 200 kilometers of fiber-optic spur links.

Trade facilitation measures include one-stop border posts, border management systems and bridges across the Dawa River, improving Kenya’s links with Ethiopia. The project also supports socio-economic infrastructure in health, education and water services.

HoAGDP covers Isiolo, Meru, Wajir, Garissa and Mandera counties and forms part of the wider Horn of Africa Initiative, which seeks to strengthen regional integration and connectivity.

Initial US$750 million IDA financing was approved in September 2020, while an additional US$290 million was approved in March 2026. Project implementation is being undertaken by KeNHA and other relevant government agencies, with co-financing from the African Development Bank and Arab financial institutions.

KeNHA Sets September 2026 Bid Deadline

Bidding will be conducted through National Open Competitive Procurement using a Request for Bids procedure under World Bank procurement regulations. Eligible bidders are permitted to participate in the process.

Complete Request for Bids documents are available free of charge through KeNHA’s website and the Public Procurement Information Portal. Suppliers have been encouraged to download the documents to reduce physical visits to KeNHA headquarters.

“Interested eligible Bidders may obtain further information from Deputy Director – Supply Chain Management, Kenya National Highways Authority through email [email protected], and inspect the bidding document during office hours.”

Completed bid documents must be submitted on or before September 22, 2026. Electronic bidding will not be permitted, while late submissions will be rejected.

Bid opening will take place publicly on September 22, 2026, at the KeNHA Barabara Plaza, Block C, 2nd Floor Boardroom, near Jomo Kenyatta International Airport.

Bid Security Requirements for Suppliers

According to the procurement notice, bidders are required to provide an unconditional bank guarantee as bid security. Lot 1 requires a guarantee of KSh250,000, while Lot 2 requires KSh300,000.

“All Bids must be accompanied by a Bid Security in the form of an Unconditional Bank Guarantee of KShs. 250,000.00 for Lot 1 and KShs. 300,000.00 for Lot 2,” it stated.

Interested suppliers can obtain additional information from KeNHA’s Deputy Director, Supply Chain Management, during official working hours of 8:00 a.m. to 5:00 p.m.

Successful bidder information will also be subject to beneficial ownership disclosure requirements under the applicable World Bank procurement regulations.

KeNHA has advised interested bidders to continue checking its official channels for any tender addenda or clarifications issued before the September 22 submission deadline.
