KPLC & EPRA Bosses Among 35 CEOs Warned by Ruto

President William Ruto has put on notice 35 Chief Executive Officers (CEOs) of government agencies for disobeying his directive on onboarding services to eCitizen.

Speaking during the first anniversary of the eCitizen, Ruto said that some CEOs are yet to implement the government’s directive on moving their services to eCitizen.

“There are government agencies that are still dodging, and I want to put them on notice,” Ruto said.

Among the listed government agencies include Kenya Power Limited Company (KPLC), Energy and Petroleum Regulatory Authority (EPRA), Kenya Water Institute and National Cancer Institute of Kenya.

The CEOs of these four agencies are as follows: Joseph Siror, Daniel Kiptoo, Leiro Letangule and Dr. Elias Melly.

The others area: Kenya Hospital Authority Trust Fund, Kenya Nutritionist and Detrition Institute, Health Records and Information Managers Board, National Syndemic and Disease Control Council, Occupational Therapy Council of Kenya, and Digital Health Authority.

Also include are Kenya BioVax Institute Limited, Kenya National Public Health Institute, Kenya Health Human Resource Authority, and Tanathi Water Works Development Agency.

Ruto has also warned Water Sector Trust Fund, Kenya Engineering Technology Registration Board, Kenya Ports Authority (KPA), Independent Police Oversight Authority (IPOA), Private Security Regulatory Authority (PSSA) and Nairobi International Financial Centre.

Others are Kenya Insurance Corporation, Financial Reporting Centre, Kenya Institute of Supplies Management, Consolidated Bank of Kenya, Development Bank of Kenya.

“We cannot continue to collect public money in grey areas and dark corners,” Ruto said.

He has also warned exam bodies including the Kenya Accountants and Secretaries National Examinations Board (KASNEB), Institute of Certified Accountants of Kenya and Institute of Certified Secretaries.

Other agencies are Rural Electrification and Renewable energy, Geothermal Development Company, Kenya Petroleum Refineries Limited, National Defense University, Kenya Space Agency and Kenya Shipyard Limited.

Ruto Tells CEOs to Comply or Resign

Ruto explained that the National Treasury cannot follow up on the revenue collected by the named agencies and directed the CEOs to comply within one week or resign.

“These entities are yet to comply with my directive that their services, payment and revenues must be on eCitizen platform so that Treasury van follow on the revenue collected by government,” he said.

“They have one week to comply otherwise they know what to do. They make use of the door. It is as simple as that.”

Warning to Agencies Using Both eCitizen & Other Revenue Collection Mechanisms

Ruto also noted that there are some government agencies who have implemented the directive but use alternative means of payment at times.

“I want a record in the last three months of government agencies that are already on eCitizen platform but decided to use alternative means with grey spaces so that we can take action against the people who are undermining transparency in the collection of public resources,” Ruto said.

He confirmed that all the paybills that government agencies were using have been closed.

Ruto explained that the government wants the public to know the portal where their money is going to.

Importance of eCitizen

He also said the eCitizen allows for follow up of revenues collected from every public entity and assures citizens that their taxes get to public coffers.

“I know those people are listening to me, the people who still want to play games and I want to tell them that there will be no escape for anybody to continue practices that undermine transparency in the collection of public funds,” he said.

Ruto gave an example of the Kenya Wildlife Services (KWS), which he states has recorded an increase in revenue collection since including eCitizen in their services.
