Muturi to be Summoned After Explosive Attack on Ruto

Former Public Service Cabinet Secretary Justin Muturi could be in trouble if remarks by Leader of Minority in the National Assembly Junet Mohamed are anything to go by. This is after Junet said he is going to table a motion in Parliament summoning the former Attorney General.

Speaking in Mombasa on Saturday, April 5, while attending the EID baraza, Junet said he wants Muturi to explain how the cost of constructing Bunge Towers was inflated from Ksh 6 billion to Ksh 27 billion during his stint at Speaker of the National Assembly.

According to the Minority leader, Muturi’s bombshell should have been reported to the Directorate of Criminal Investigation (DCI) or Ethics and Anti-Corruption Commission (EACC) for investigation.

“There’s a guy named Justin Muturi who spoke yesterday, and he said a lot. He talked too much, but I also have much to say about him,” Junet said.

“Before 2022 he was the Speaker, I went to him and asked him to support Baba (Raila) for presidency, he told me that better our thief (Ruto) than Baba. So Ruto has become a bad person to him? We are not fools to be deceived by such.”

Junet revealed that during Muturi’s tenure as Speaker, the planned cost for constructing Bunge Towers was Ksh 6 billion. However, he claimed that by the time Muturi left office, the cost had risen to Ksh 27 billion.

“As an MP, I will be tabling a motion in Parliament,” Junet said. “He talked about many things, but he did not explain this one.”

“Bunge Towers was supposed to cost Ksh 6 billion. By the time Muturi’s term as Speaker was ending, the cost had gone up to Ksh 27 billion. He should clarify how that happened.”

Former AG Speaks on How Ruto Enticed him to be AG

This comes after Muturi on Friday, April 4, alleged that President Ruto “tried to entice him to take up the AG role by highlighting the immense power that comes with approving multibillion-shilling government contracts.”

Muturi, who served as the National Assembly Speaker for ten years before joining President Ruto’s Cabinet, said he first turned down the offer. He explained that after serving as Speaker for a decade, he preferred a different Cabinet role.

The ousted CS added that a few days later, National Assembly Speaker Moses Wetang’ula approached him and said President Ruto had sent him to convince Muturi to reconsider the offer.

“When he offered me the position of the Attorney General, I turned it down. I told him I have been Speaker for ten years, too much reading, so I told him I just want to be in the Cabinet whatever ministry, I did not choose,” he said.

“Two, three days later my friend Moses Wetang’ula calls me, we meet somewhere in Karen in some hotel one evening. Wetang’ula told me he had been sent by the President to plead with me to accept the position. I told him my reservation is one: I’m a stickler for the law and I fear taking up a job where I cannot exercise my freedom to interpret the law as I know it.” Muturi said President Ruto summoned him again—this time at State House—just before unveiling his new Cabinet.

Former CS Links Ruto to Shady Multi- Billion Deals

Muturi said President Ruto summoned him again to State House just before announcing his Cabinet. During their conversation, the President explained the importance and power of the Attorney General, especially in handling major government deals.

According to Muturi, Ruto pointed out that all government contracts worth Ksh 5 billion and above must be approved by the Attorney General.

“During that conversation he himself told me you know JB this is going to be quite a heavy responsibility because every CS or government ministry will not get into certain legal arrangements especially where there is monetary value beyond Ksh5 billion. He knows that William is very good and understands procurement matters.”

“I don’t know whether he was trying to entice me, that you know in any government contract beyond Ksh5 billion it must be approved by the Attorney General. He thought that it was going to be an enticement, but I told him my worry is you should allow me to exercise my freedom.”

While accusing Ruto of being corrupt, he claimed that the Head of State attempted to arm-twist him to hurriedly sign a $1 billion (approximately Ksh129 billion) deal with unidentified Russian Oligarchs on planting trees.
