Police officers unmasked couple conning members of the public by pretending to be officers from the Crime Records Department.
In a statement on Thursday, November 9, the Directorate of Criminal Investigations (DCI) said the couple convinced the public that they are capable of processing police clearance certificates for them.
Further, DCI explained that Crime Researchers and Operation detectives had arrested a 30-year-old Kitale woman named Noline Awuor Odika alias Inspector Jane Atieno.
“Jointly with her Ex-GSU hubby Keith Wanyama Yamame, the lovers in crime used about 11 subscriber sim cards to communicate and receive money from their targets, whom they issued with fake certificates at a Ksh3,000 fee,” said DCI.
Notably, DCI said the certificates either bore forged signatures, or those lifted from previous office holders who are long retired.
Awuor who was arrested at Maridadi area of Kwanza in Trans Nzoia County on Wednesday, November 8 while Wanyama managed to escape from the police officers.
“In the sting operation that netted her, Wanyama the blackguard ex-cop sprinted into thin air braving the evening shivers, leaving behind a wife and a Subaru car those police detained. Sleuths are sharpening their claws on him,” stated the DCI.
Meanwhile, the DCI has facilitated the deployment of more staff at the Forensic Fingerprint Identification Bureau (FFID) to fast track the processing of police clearance applications, with the hope of significantly reducing the wait time.
What is a Police Clearance Certificate?
A Police Clearance Certificate, also known as a Certificate of Good Conduct, is a document that is issued by DCI.
You can easily apply for a police clearance certificate online and be able to acquire your good conduct.
In Kenya, you are not allowed to manually apply for a certificate of good conduct, which means physically presenting yourself for the application is not necessary.
All you have to do to get your police clearance certificate is to simply apply for the certificate online, which is easy, fast and secure.
The police clearance certificate application process is done through the Directorate of Criminal Investigation Portal on eCitizen.

To apply for certificate of good conduct in Kenya, you are required to have the following;
1.Original National ID or Birth Certificate for minors
2.An active email address
3.An Active Phone Number
4.Applicable Ksh.1050

How To Apply
To apply for your police clearance certificate online, you will need an eCitizen Account.
Visit the eCitizen Website and create an account, it’s easy and free.
Once you have created an E-Citizen account, follow these steps below to apply for a good conduct certificate.
1.Log in to your eCitizen account and navigate to the Directorate of Criminal Investigation.
2.Fill out the required information by following the instructions provided.
3.Once done, go ahead and make your payments through your preferred Payment Method.
4.You can download and print out two of your invoices and a copy of your C24 on both sides of an A4 paper.
5. The next step is to present the C24 and the invoice, together with an original National ID. For minors (children) present their Original Birth Certificate to the Directorate Of Criminal Investigations Department Headquarters or the nearest Huduma Center, for fingerprint processing.
