President William Ruto and Cabinet Secretaries have announced a series of appointments and reappointments to government boards
In a Kenya Gazette notice dated October 9, 2026, Ruto reappointed Job Chirchir as the Non-Executive Chairperson of the Water Services Regulatory Board for another three years.
Chirchir’s new term takes effect on October 14, 2026, under Section 71(1)(a) of the Water Act.
“In exercise of the powers conferred by section 71 (1) (a) of the Water Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, re-appoint Job Chirchir as the Non-Executive Chairperson of the Water Services Regulatory Board, for a period of three (3) years, with effect from the 14th October, 2026.”
In a separate notice, the President Ruto reappointed Titus Kipkoech Korir as the Non-Executive Chairperson of the Kenya Forest Service for another three years.
Korir’s term also takes effect on October 14, 2026, under Section 9(1)(a) of the Forest Conservation and Management Act.
“In exercise of the powers conferred by section 9 (1) (a) of the Forest Conservation and Management Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, re-appoint Titus Kipkoech Korir to be the Non-Executive Chairperson of the Kenya Forest Service, for a period of three (3) years, with effect from the 14th October, 2026.”
Ruto Reappoints Four NEPAD/APRM Council Members
The President also reappointed four members of the NEPAD/APRM Kenya Governing Council.
The members will serve for three years, effective October 9, 2026.
They are Francis Habara Moroto, Habon Billow Farah, Joseph Kimutai Boit and Rusiana Makasi Mitau.
Gazette Notice No. 15977 states that the reappointments were made pursuant to Gazette Notice No. 4651 of 2016.

Mbadi Makes NG-CDF Board Appointments
Meanwhile, National Treasury Cabinet Secretary John Mbadi reappointed Olago Aluoch as the Non-Executive Chairperson of the National Government Constituencies Development Fund (NG-CDF) Board for another three years.
The appointment took effect on October 9, 2026, under Section 15(3) of the National Government Constituencies Development Fund Act.
Mbadi also reappointed Aluoch and Masitsa Naomi Shiyonga as members of the NG-CDF Board of Directors for three years under Section 15(1)(e) of the Act.
In separate appointments, the Treasury Cabinet Secretary named Kevin Owango Onyango and KMPU Deputy Secretary General Dennis Miskellah as members of the Board of Trustees of the Local Authorities Provident Fund for three years.
Onyango was appointed under paragraph (c), while Miskellah was appointed under paragraph (d) of Section 5(1) of the Local Authorities Provident Fund Act. Both appointments took effect on October 9, 2026.
Mbadi further reappointed Gerald A. Okoko as a member of the Board of the Kenya Trade Network Agency for three years, effective October 9, 2026.
The appointment was made under Section 28(1)(g) of the National Electronic Single Window System Act.

CS Duale Appoints KEMRI Council Member
Health Cabinet Secretary Aden Bare Duale appointed Luka Chemwolo as a member of the Kenya Medical Research Institute (KEMRI) Council for three years, effective October 9, 2026.
The appointment was made under paragraph 15(2)(f)(ii) of the Kenya Medical Research Institute Charter.
In another notice, the Ministry of Health invited members of the public and other affected parties to submit memoranda on the draft Kenya Centre for Disease Control and Prevention Order, 2026.
The proposed order seeks to establish the Kenya Centre for Disease Control and Prevention as the national institution responsible for disease prevention and control, health security, and preparedness for and response to public health threats and emergencies.
The ministry asked interested parties to submit written memoranda within 14 days of the notice’s publication. Submissions should be addressed to the Cabinet Secretary for Health at the Ministry of Health, Afya House, Cathedral House, Nairobi, or emailed to [email protected].
