Sakaja Unveils New Taskforce to Overhaul Nairobi’s Betting and Gaming Rules

Nairobi Governor Johnson Sakaja has established a new 13-member task force to review the implementation of the Nairobi City County Betting, Lotteries and Gaming Act, 2026.

The task force is also expected to recommend changes to improve regulation of the betting and gaming companies in the country.

According to Gazette Notice No. 14177 dated September 4, the task force was established under the following consultations between the county government and the Association of Gaming Operators Kenya (AGOK).

“Pursuant to the powers vested in the Governor of Nairobi City County under the Constitution of Kenya, 2010, the County Governments Act, 2012, and any other enabling law, there is hereby established a Taskforce to be known as the Nairobi City County Government Betting, Lotteries and Gaming Reforms Taskforce on the Review of the Implementation of the Nairobi City County Betting, Lotteries and Gaming Act, 2026,” part of the notice read.

Sakaja Names Taskforce Members

Following the establishment of the taskforce, Governor Sakaja appointed Nairobi County Chief of Staff David Njoroge as the chair and Dr Anastasia Nyalita, the County Executive Committee Member for Business and Hustler Opportunities, as the co-chairperson of the taskforce.

Alvin Omuga Mayoya from the Directorate of Betting, Lotteries and Gaming will also serve as Secretariat Lead.

Other county representatives include Lydia Mathia, County Chief Officer for Business and Hustler Opportunities; CPA Nixon Otieno Awuor from County Revenue; Moses Senator Musa, a County Finance Analyst; and Sylvia Matoke from the County Attorney’s office.

Additionally, John Mutua, Levente Menesi, and Angela Kithyoma, who were also appointed to the task force, will represent AGOK.

Further, Grace Njoroge joins the team as a specialist in legal, finance, and public policy matters, while Hellen Mutinda represents the Intergovernmental Relations Technical Committee (IGRTC). Haron Ng’eno represents the Council of Governors.

Nairobi Betting Taskforce to Review Betting Regulations

According to Sakaja, the team has been tasked with examining national and county laws, policies, and regulations governing gaming operators.

Additionally, the task force will focus on identifying conflicts, overlaps, and duplications in regulatory requirements.

The task force will also review the county’s licensing fee structure by assessing fees for casinos, online casinos, betting premises, public lotteries, prize competitions, pool tables, and amusement machines, including their impact on businesses and county revenue.

At the same time, the task force will consider measures to promote responsible gaming and protect consumers, particularly young people, and recommend public awareness initiatives and other measures to reduce the negative social effects associated with gambling.

21-Day Deadline

The Nairobi Gambling taskforce has been given a 21-day deadline from its gazettement on September 4, 2026, to complete its work and submit a final report to Governor Sakaja.

The report will include an inception report and a stakeholder consultation report, as well as a comparative analysis of licensing fees.

Additionally, the final report must categorize each identified issue by the required action, including legislative amendment, regulatory amendment, administrative action, or engagement with the national government and the Gaming Regulatory Authority.

During the 21 days, the Directorate of Betting, Lotteries and Gaming will provide the team with technical and administrative support.
