14 Companies to Be Granted New Mining Licenses by Govt [Full List]

14 companies are set to receive mining licenses from the government, according to a gazette notice dated Saturday, November 29, 2025.

In the notice, Mining CS Hassan Joho revealed the names of the companies that have applied for the licenses.

“Pursuant to Section 34 of the Mining Act, the Cabinet Secretary for Mining, Blue Economy and Maritime Affairs notifies receipt of an application for a mining license from Roben Aberdare (K) Limited, whose details are set out in the Schedule hereto,” read the notice.

CS Joho called on the public to raise any objections within forty-two (42) days from the date of the notice. Objections may be submitted to:

Additionally, the CS stated that the license applications can be accessed through the Ministry’s online portal at portal.miningcadastre.go.ke. The applications have also been published in the Kenya Gazette and will remain open for public comments for 42 days from the date of the notice.

Full List of Companies That Have Applied for Mining Licenses

According to the CS, the companies seeking licenses include Roben Aberdare (K) Limited, located in Nyeri County, which seeks to mine aggregate.

Other applicants include National Cement Company, located in Kitui County and seeking to mine limestone, and Harikrushna Concrete Limited in Meru County, seeking to mine ballast.

Another company that has applied to be issued a license is Stecol Corporation, based in Nyeri County, seeking to mine phonolite.

How to Apply for a Mining License

To obtain a mining license in Kenya, applicants must use the digital Mining Cadastre Portal. The process is initiated by creating an online account and defining the desired mining area on the portal’s interactive map.

Key steps include:

  • Company Registration: The applicant must operate as a locally registered Kenyan company with a valid KRA Tax Compliance Certificate.
  • Environmental Compliance: Securing an Environmental Impact Assessment (EIA) license from the National Environment Management Authority (NEMA) is mandatory.
  • Documentation Submission: Required documents include a comprehensive feasibility study (for large-scale operations), a detailed mining program, proof of financial capacity, and plans for local community engagement.

  • Consent and Engagement: Obtaining explicit written consent from landowners and negotiating a Community Development Agreement (CDA) with local communities are prerequisites for approval.
  • Review and Issuance: After paying a non-refundable application fee, the Ministry of Mining reviews the application, conducts a site inspection, and issues the license if all legal and environmental requirements are met.
