Kioko Kilukumi is a prominent Kenyan criminal defense attorney and Senior Counsel known for representing high-profile political figures and corporate entities.
He was conferred the rank of Senior Counsel (SC) by President William Ruto, a distinguished professional grade in the Kenyan legal field.
Kioko has specialized in criminal litigation throughout his career, with over 30 years of experience.
He graduated with a Bachelor of Laws (LLB) from the University of Nairobi in 1990.
The lawyer’s career started at Kaplan & Stratton Advocates in 1990 before moving into private practice and teaching as a part-time lecturer in criminal litigation.
Outside law and litigation matters, the senior counsel was appointed Chairperson of the Energy and Petroleum Tribunal for a three-year term in 2021.
In 2011, he was nominated for the position of Director of Public Prosecutions (DPP), though the nomination faced significant political controversy at the time.
Early Life and Educational Background
Kioko was born and raised in Mwala, Machakos County.
He is the son of the late Mzee Peter Kilukumi Musau, who passed away in 2024 at the age of 94.
For his secondary education, he attended Mwala Secondary School in Machakos, a school that has produced several notable Kenyan luminaries.

After leaving Mwala Secondary, he enrolled at the University of Nairobi (UoN), where he earned his Bachelor of Laws (LLB), graduating in 1990.
Following his degree, he completed his mandatory postgraduate diploma at the Kenya School of Law to qualify as an Advocate of the High Court of Kenya.
Shortly after starting his career, he gained a unique perspective by serving a 3-year stint as a Public Prosecutor in the Kingdom of Swaziland (now Eswatini) between 1993 and 1996, broadening his expertise in criminal litigation before he returned to establish his practice in Kenya.
Kioko Kilukumi’s Career Background
Between 1990 and 1993, Kioko launched his career at Kaplan & Stratton Advocates, one of Kenya’s premier law firms, immediately after graduating from the University of Nairobi.
After the launch, he landed a prosecutorial stint, serving as a Public Prosecutor in the Kingdom of Swaziland, gaining international experience in criminal law before returning to Kenya.
He established C.K. Kioko & Co. Advocates in 1996, specializing in criminal defense, constitutional petitions, and election disputes, and the firm is operational to date.
In December 2025, President William Ruto conferred upon him the prestigious rank of Senior Counsel (SC) for his exemplary service to the legal profession.
The Energy and Petroleum Tribunal chairman is a position he bagged in 2021.
He was nominated by President Mwai Kibaki for the position of Director of Public Prosecutions (DPP), but the appointment was ultimately withdrawn amid political controversy.

In 2022, Kioko was a key member of the legal team that successfully defended William Ruto’s presidential election win at the Supreme Court of Kenya, a case he famously argued using the analogy of King Solomon’s wisdom.
He has been a defense lawyer for suspects involved in some of Kenya’s most significant financial scandals, including the Goldenberg and Anglo Leasing cases.
His clientele includes high-ranking figures such as President William Ruto, the late Internal Security Minister George Saitoti, and former governor Charity Ngilu, and he navigates complex political and criminal cases.
