The Teachers Service Commission (TSC) has begun transferring junior school teachers in Nairobi as part of a nationwide staffing realignment.
In a letter referenced as Ref: KUPPET/TSC/13/2026, dated 18th May, 2026, TSC explained that the transfers are part of a teachers’ balancing initiative being implemented across the country.
The Commission says the goal is to ensure efficient deployment of teachers under the Competency-Based Curriculum (CBC) junior school structure.
The transfer exercise has sparked attention among educators and stakeholders, with the Commission insisting that the process is guided by institutional staffing needs and equity across schools.
TSC Nationwide Teacher Balancing Exercise
TSC has stated that the ongoing transfers are not isolated to Nairobi but form part of a national review of teacher distribution.

According to the Commission, some schools have surplus teachers in specific subject areas while others continue to experience shortages, creating the need for redistribution.
“The Commission wishes to clarify that it is currently undertaking a teacher balancing exercise across the country aimed at addressing teacher shortages and subject combination mismatches, including Junior Schools. The exercise seeks to ensure optimal and equitable utilization of teachers based on the staffing needs of institutions,” the statement read.
The exercise is expected to affect multiple regions, although Nairobi has emerged as one of the key focus areas due to its high student population and varying staffing demands across different schools.
Appeal Mechanism for Affected Teachers
Despite the transfer directive, TSC has acknowledged that some teachers may face unique personal or professional challenges arising from relocation.
To address this, the Commission has established an appeals process for affected educators.
Teachers who feel aggrieved are required to submit their appeals through the TSC Regional Director in Nairobi for review by the relevant Transfer Committee.
However, the Commission has maintained that all affected teachers must report to their new stations while awaiting the outcome of their appeals.
“Accordingly, any teacher among those listed who may have a unique challenge arising from the transfer may lodge an appeal through the TSC Regional Director, Nairobi, for consideration by the relevant Transfer Committee in line with the laid down procedures. In the meantime, the affected teachers are required to report to their respective stations as they await the decision of the Commission on their appeals,” read the statement.

Resettlement Grant and Implementation Plan
TSC has also confirmed that all transferred teachers will be entitled to a resettlement grant as provided under the Teachers Service Commission Act.
The Commission says further guidelines on the disbursement of the funds will be communicated in due course.
While the process is ongoing, TSC has urged cooperation from stakeholders, emphasizing that the exercise is part of efforts to strengthen efficiency in the teaching service.
