Joseph Maero Oyula is a seasoned financial expert and Kenyan politician who serves as the Member of Parliament (MP) for Butula Constituency under the Orange Democratic Movement (ODM).
Educational background
Joseph Oyula’s formal education began at Kingandole Intermediate School, where he completed the Kenya Preliminary Certificate Examination (KPE) in 1961.
He then advanced to St. Paul’s High School, Amukura, earning his Cambridge School Certificate (O-Level) in 1965.
His career foundation was strengthened in 1973 when he enrolled in professional accounting training, earning the prestigious Certified Public Accountant (K) designation by 1980.
Maero advanced his studies, graduating with a Bachelor of Business Administration from Kenya Methodist University in 2020 and later completing a Master of Business Administration in Strategic Management at the same institution in 2022.

Professional career
Oyula’s public service career started in 1968 when he was appointed as a cashier at the Treasury, where he rose through the ranks to become a District Accountant by 1977.

He was then promoted to Deputy Principal Accountant and Provincial Accountant, serving until 1980.
From 1982 to 1984, he worked at the Ministry of Roads and Public Works, Supplies Branch.
His expertise in financial management led to his appointment in 1985 as the Head of Accounting Unit in the Ministry of Finance and Planning, a position he held for a decade till 1995.
In 1995, Oyula was elevated to Accountant-General of the Republic of Kenya, serving until 2003.
He later became the Financial Secretary at the National Treasury, and in May 2004, briefly served as the Acting Permanent Secretary to the Treasury.
Joseph Maero’s long career earned him the Order of the Golden Warrior (OGW), a state honor recognizing his contributions to financial governance.
He is also a long-standing member of the Institute of Certified Public Accountants of Kenya (ICPAK).
Political Career
Oyula joined active politics in 2017, successfully contesting the Butula Constituency seat on an ODM ticket. He was re-elected in 2022, making him one of the few veteran politicians still serving in Parliament.
He has served in the Departmental Committee on Finance and National Planning and the National Government Constituencies Development Committee.
In the 13th Parliament, he continues to focus on constituency development and CDF oversight.
He has been a vocal contributor in parliamentary debates, including interventions on the Community Health Workers framework in October 2024.
