The National Environment Management Authority (NEMA) requires all operational projects in Kenya to undertake environmental audits as part of compliance with the Environmental Management and Coordination Act (EMCA).
There are two categories of audits: the Initial Environmental Audit (IEA) and the Annual Environmental Audit (AEA).
The Initial Environmental Audit is conducted within 12 months of a project beginning operations to confirm compliance with the approved Environmental Impact Assessment (EIA) license.
The Annual Environmental Audit is conducted every year thereafter to assess continued adherence to environmental standards and identify necessary improvements.
Preparing the Audit Report
An audit report must be prepared by a NEMA-registered environmental expert.
It should include the project title, location, ownership details, audit objectives, findings on environmental performance, and a corrective action plan.
Supporting evidence, such as photos, records of waste management, water and energy consumption, and emission data, must be attached.
The report must objectively evaluate compliance with license conditions, environmental management systems, and mitigation measures.
Each audit identifies weaknesses in environmental practices and proposes specific actions with timelines to address them.
Accessing the NEMA Licensing Portal
Registration of the audit report is done exclusively through the NEMA Licensing Portal at https://licensing.nema.go.ke.
To begin, a project proponent or consultant must create an account by submitting identification, contact details, and organization information.
After verification and activation, the user can log in to submit reports and monitor approval progress.
Once logged in, select “Environmental Audit” from the menu, indicate whether the report is initial or annual, and fill in the required project information, including name, location, and license number.
The audit report, consultant’s registration certificate, and supporting annexes are uploaded in PDF format.
Payment and Submission
After uploading the report, the system automatically generates an invoice for payment.
Payments can be made via M-Pesa Paybill 4088889, using the invoice number as the account reference, or through bank deposit as indicated.
The payment confirmation is then uploaded to finalize the report submission.
Once submitted, the portal tracks the application until review is complete.
The process eliminates manual paperwork and enables faster communication with NEMA officers.
NEMA Review and Approval
NEMA officers review each submission to ensure it meets audit format standards and regulatory requirements.
The review checks for accuracy, completeness, and the inclusion of environmental performance data and mitigation measures.
Reports that meet all conditions are registered and approved, and the applicant receives a confirmation certificate or an approval letter via the portal and email.
Reports requiring corrections are returned with comments for amendment before approval.
Post-Approval Obligations
After registration, project proponents must implement all corrective and preventive measures recommended in the audit.

Evidence of compliance, such as updated permits, waste logs, or monitoring data, should be included in the next year’s report.
Failure to register or implement audit recommendations constitutes non-compliance under EMCA and can result in penalties, license suspensions, or prosecution.
