32 Public Teacher Training Colleges to Be Merged Into One

The government has proposed merging 32 public Teacher Training Colleges (TTCs) into a single institution to be named the Kenya Teachers Training College (KTTC), under the Pre-Service Education and In-Service Training Bill, 2026.

Under the proposed law, the 32 public TTCs will transition from operating as separate institutions to becoming campuses of the Kenya Teachers Training College.

The Bill provides for the establishment of KTTC as a body corporate responsible for coordinating pre-service teacher education, conducting research, and advising the Cabinet Secretary for Education on matters relating to teacher training.

At the same time, the proposed law provides that the Kenya Teachers Training College will have perpetual succession and a common seal, meaning it will operate as a single legal entity despite having campuses in different parts of the country.

The establishment of the college will bring together 32 public teacher training institutions under one structure.

32 Teacher Training Colleges to Become KTTC Campuses

Under the transition provisions, the public Teacher Training Colleges listed under the Bill will cease operating as independent institutions and become campuses of the Kenya Teachers Training College.

The transition will affect TTCs across the country, including prominent institutions such as Asumbi Teachers Training College, Egoji Teachers Training College, Machakos Teachers Training College, Shanzu Teachers Training College and Thogoto Teachers Training College.

The 32 institutions will operate under the new Kenya Teachers Training College structure as campuses rather than separate public colleges.

The Bill provides for the transfer of the affected institutions into the new college, including their assets, rights, liabilities and obligations.

Members of staff employed by the transitioning institutions will also be transferred to the Kenya Teachers Training College in accordance with the transition provisions.

The restructuring will not terminate any ongoing legal proceedings involving the institutions but will instead be transferred to or continued under the new institutional framework.

The proposed changes will therefore affect not only the management of the TTCs but also their property, employees, financial obligations, legal rights and pending cases.

What the New KTTC Will Do

The Kenya Teachers Training College will be responsible for coordinating pre-service teacher education.

Pre-service education refers to the professional training undertaken by individuals before they qualify and register to practice as teachers.

The college will also research matters relating to teacher education and training.

In addition, KTTC will advise the Cabinet Secretary responsible for education on matters concerning pre-service teacher education and other issues falling within its mandate.

The creation of the institution is part of the wider framework proposed under the Pre-Service Education and In-Service Training Bill, 2026, which seeks to provide a legal structure for both pre-service and in-service education and training.

KTTC to Be Managed by a Board

The Kenya Teachers Training College will be managed by a Board which will be chaired by a chairperson appointed by the President.

Its membership will include representatives from key government institutions, including the National Treasury, the State Department responsible for Basic Education, the Office of the Attorney-General, the Teachers Service Commission and the Kenya Institute of Curriculum Development.

The Board will also include three members who are not public officers.

The proposed structure brings together institutions involved in education policy, teacher management, curriculum development, public finance and legal affairs in the governance of the new college.

The Board will oversee the management and affairs of the Kenya Teachers Training College in accordance with the functions assigned to it under the proposed law.

Strict Qualifications for KTTC Chief Administrator

The Bill also sets qualifications for the person who will head the Kenya Teachers Training College.

The Chief Administrator will be appointed through a competitive recruitment process.

To qualify for the position, a candidate must hold a university degree and a Master’s degree in Education.

The candidate must also have at least 10 years of relevant experience, including a minimum of five years in senior management.

The Chief Administrator will serve for a term of four years and will be eligible for reappointment for one further term.

This means the holder of the office can serve for a maximum of two four-year terms.

The Chief Administrator will be responsible for the day-to-day administration of the Kenya Teachers Training College under the governance and oversight structure established by the Bill.
