Wehliye Adan Keynan is a seasoned Kenyan politician currently serving as the Member of the National Assembly for Eldas Constituency, and he is affiliated with the Jubilee Party.
He has been in parliament since 1997, initially representing Wajir West until 2013, then Eldas Constituency after it was carved from Wajir West.
Keynan has served multiple terms and is one of the longest-serving MPs in Kenya.
He has held leadership roles, including Chairperson of the Defence and Foreign Relations Committee and Public Investments Committee, as well as Vice-Chair of the Parliamentary Service Commission.

Educational Background of Adan Keynan
Wehliye Adan Keynan began his formal education at Rhamu Primary School, completing the Kenya Certificate of Primary Education from 1978 to 1985.
He then attended Garbatulla High School, where he earned his Kenya Certificate of Secondary Education between 1987 and 1989.
At Moi University, he obtained a Bachelor of Education (Arts) degree from 1990 to 1994.
He went on to earn a Master of Arts in Public Administration at the same university from 2008 to 2009, followed by a Master of Arts in International Relations and Diplomacy from Kenyatta University, completed between 2013 and 2020.
In 2018, he was awarded an Honorary Doctorate in Public Administration by Commonwealth University.
Career Background
Before entering politics, Keynan served as Director at the National Housing Corporation from 1996 to 1997.
He was first elected Member of Parliament for Wajir West Constituency in 1997, serving until 2002, and again from 2008 to 2013.
When Eldas Constituency was created in 2013, he was elected its MP and has served there continuously since.
Keynan has held several prominent leadership roles in parliamentary committees.
He chaired the Defence & Foreign Relations Committee during the Tenth Parliament, served as Vice-Chairperson of the Parliamentary Service Commission between 2011 and 2013, chaired the Public Investments Committee during the Eleventh Parliament, and led the PSC – Finance Committee in the Twelfth Parliament.
Keynan has also been a member of various committees, including National Cohesion & Integration, PSC Staff Welfare, House Business, and Energy, Communication & Labour.

Beyond national duties, Keynan is actively involved in parliamentary networks, including the Parliamentary Network on World Bank & IMF, Parliamentarians for Global Action, Global Organisation of Parliamentarians Against Corruption (GOPAC), and the Commonwealth Association of Public Accounts Committees (CAPAC).
As a recognition of his service, he received the Chief of the Order of the Burning Spear (First Class) in 2013, the Spirit of Detroit Award in the USA in 1999, and an award for his role in economic governance in Washington, DC, in 1999.
