Justice Kemei is a Kenyan politician currently serving as the Member of Parliament for Sigowet-Soin Constituency in Kericho County.
Kemei was the first MP for Sigowet-Soin after the constituency was created in 2013.
He won the parliamentary seat in 2013 under the United Republican Party (URP) and reclaimed it again in 2022 on a United Democratic Alliance (UDA) ticket.

Justice Kipsang Kemei began his education at Singoronik Primary School, where he completed his Certificate of Primary Education from 1967 to 1975.

He began his career in government service at the Ministry of Information & Broadcasting, serving as an Assistant Information Officer and later as a District Information Officer from 1986 to 1993.
Later, he moved to the National Cereals & Produce Board as Senior Public Relations Officer and subsequently Public Relations Manager, between 1993 and 2000, and later joined Chemelil Sugar Company as Marketing & Corporate Affairs Manager from 2000 to 2007.
Shifting to consultancy, he served as Consultant and Marketing & Distribution Manager at Tal Group of Companies between 2008 and 2010, followed by a stint as Managing Director of Sitwet Consultants Ltd from 2010 to 2012.

He also served as an MNA under the Parliamentary Service Commission from 2013 to 2017.
Justice Kemei was first elected as the MP for Sigowet–Soin Constituency in 2013, becoming the inaugural representative of the newly created seat.
Although he lost the seat in 2017, he regained it in 2022, now serving his second term. During his previous term (2013–2017), he served on both the Agriculture, Livestock, Fisheries & Cooperatives Committee and the Joint Committee on Parliamentary Broadcasting & Library.
