Martin Owino is a Kenyan lawyer and politician currently serving as the Member of Parliament for Ndhiwa Constituency in Homabay County.
He is a member of parliament serving under the Orange Democratic Movement after being reelected to parliament in the 2022 general elections.
This is after serving as a member of the departmental health committee in the 12th parliament in 2017.

In 1993, Martin Owino attended Kambi ya Waya Primary. Between 1997 and 2000, he went to Rise Boys High School for his Kenya Certificate of Secondary Education.
Upon completion, he joined the Kenya Institute of Highways and Buildings Technology to take a Diploma in Civil Engineering from 2004 to 2006.
Later, he enrolled at Jomo Kenyatta University of Agriculture and Technology for a Bachelor of Science in Civil Engineering from 2010 to 2013.

Martin Owino got his first job in 1982 at the Ministry of Health, working as a Public Health Officer till 1990.
From 1996 to 2006, still at the Ministry of Health (NASCOP), Kenya, he worked as a National HIV/STD Prevention, Education and Training Coordinator.
In 1998, he was employed at Veterans Health Service Administration in Massachusetts, USA, as a Program Director for Health and HIV Special Services till 2010.
Between 2010 and 2012, he worked at DCD/EDC-USA as a Senior Training and Capacity Building Specialist. In 2014, he got a job in Homa Bay County as a Chief Officer, Clinical and Public Health Services, working till 2017.

Since 1999 till now, he has been working at African Health Foundation Kenya/USA as the President. In 2017, he was elected as a Member of Parliament.
