Joseph Samal Lomwa is a Kenyan politician and the Member of Parliament for Isiolo North Constituency under the Jubilee Party.
Early Life and Education
Joseph Samal Lomwa was born and raised in Turkana County, where he experienced firsthand the challenges of growing up in a semi-arid region marked by limited infrastructure and scarce educational resources.
Despite these obstacles, he pursued his studies with determination, beginning his primary education in local schools within Turkana, before progressing to Isiolo Boys School, where he studied from 1987 to 1990, culminating in the Kenya Certificate of Secondary Education (KCSE).
Samal enrolled at Kobujoi Social Development Training Institute, earning a Certificate in Social Development between July 1996 and July 1998.
Determined to broaden his understanding of development practice, he progressed to Premise Development Training Institute, where he obtained a Diploma between 2003 and May 2004.
His academic pursuit culminated in a Bachelor’s degree from Kimmage Development Studies Centre, a prestigious institution known for its emphasis on development, diversity, and social transformation.
He undertook these studies from 2007 until October 2015, equipping him with advanced theoretical and practical insight into the complexities of human and community development.

Professional career
Upon completing his certificate in social development in 1998, Lomwa Joseph Samal immediately immersed himself in grassroots community service.
His first role was as a Community Development Assistant at the Catholic Diocese of Lodwar, a position he held from 1998 to 2000.
In this capacity, he worked closely with vulnerable communities across Turkana, implementing small-scale projects in health, water, and education that directly improved household welfare.
In 2000, Samal transitioned into humanitarian work with the International Rescue Committee (IRC), where he served as a Community Development Officer until 2003.
Between 2004 and 2006, he joined World Vision Kenya as a Project Officer, focusing on food security and child welfare programs in arid and semi-arid lands.
His tenure at World Vision coincided with a period of prolonged drought in northern Kenya, giving him hands-on experience in resilience-building and emergency response.
Samal then advanced into leadership roles, taking up the position of Programme Coordinator at Oxfam GB in 2007, where he served until 2010.
His mandate involved designing and supervising multi-sectoral programs across Turkana and neighboring counties, including water access, pastoralist livelihoods, and governance training.
His final major assignment before entering politics was with the United Nations World Food Programme (WFP), where he worked from 2010 to 2017 as a Programme Officer.
At WFP, he was tasked with managing large-scale food distribution and resilience programs aimed at addressing chronic hunger and malnutrition.

By the time Samal left WFP to enter active politics in 2017, he had accumulated nearly two decades of professional experience in humanitarian and development work.
Political Career
Lomwa Joseph Samal’s transition into politics came in 2017 when he contested the parliamentary seat for Turkana East Constituency under the Jubilee Party ticket.
Despite his strong grassroots support, he was defeated in that election, an experience that nevertheless solidified his resolve to pursue public office.
Samal remained active in community mobilization and political engagement in Turkana and re-emerged in the 2022 general election, this time under the banner of the United Democratic Alliance (UDA).
He successfully clinched the Turkana East parliamentary seat, unseating the incumbent in a fiercely contested race.
Since his election to the 13th Parliament, Samal has established himself as an articulate legislator committed to advocating for marginalized communities, particularly pastoralists.
Within the National Assembly, he has served on key committees, including the Departmental Committee on Regional Development, where he has championed issues related to equitable resource allocation, drought mitigation, and infrastructure investment in arid and semi-arid lands.
