Josses Lelmengit Kosgey Kiptoo is a Kenyan politician and the Member of Parliament for Emgwen Constituency, Nandi County, under the United Democratic Alliance (UDA).
Early life and educational background
Josses Lelmengit was born and raised in Nandi County and began his formal schooling at Ollesos Primary School in 1995, completing the Kenya Certificate of Primary Education (KCPE) in 2000.
He then proceeded to Tulon High School, where he undertook his secondary studies and sat the Kenya Certificate of Secondary Education in 2005.
After a four-year interval, he enrolled at the Jomo Kenyatta University of Agriculture and Technology (JKUAT) in 2009, where he pursued studies in the built environment, graduating in 2013 with a Bachelor’s degree in Construction Management.
His academic training was geared toward technical proficiency in engineering, project management, and infrastructure development.
Career
Professional career
Following his graduation, Lelmengit entered the construction industry, gaining exposure to both local and international projects.
In 2013, he worked briefly as an Intern Construction Manager with SBI International Holdings, a role that introduced him to the practical demands of managing large-scale infrastructural undertakings.
Later the same year, he joined Afristructure Ltd, where he served as a Construction Manager from 2013 to 2015.
In 2015, Lelmengit expanded his professional scope by assuming dual leadership positions.
He became Construction Manager at Stirrup Commercials Ltd, where he oversaw commercial building projects, while also taking on the role of Chief Executive Officer at North Rift Solutions Ltd.
He retained these roles from 2015 until 2022, when he transitioned fully into active politics.
Lelmengit is recognized as a Construction Management/Quantity Surveyor and is a member of the Construction Project Managers of Kenya (CPMK).

Over the years, he developed competencies in project management, ICT, GIS, and data analytics, with a particular interest in construction transport systems and digital technologies.
Political career
Lelmengit’s introduction to politics came through his service as a personal assistant to Nandi Senator Samson Cherargei.
In this role, he worked closely with constituents, listening to their grievances and assisting in delivering small-scale interventions, particularly in the areas of agriculture and community welfare.
In the run-up to the 2022 general election, Lelmengit declared his candidacy for the Emgwen Constituency parliamentary seat under the United Democratic Alliance (UDA), part of the Kenya Kwanza coalition.
Despite being a first-time contestant at only 28 years old, he mounted a vigorous campaign focused on youth empowerment, infrastructure, and grassroots development, and successfully won.
Although he has not yet been assigned to any specific parliamentary committee, he has actively engaged in constituency and national matters.
In February 2025, he held talks with Harry Kimtai, the Principal Secretary for Medical Services, focusing on strengthening healthcare delivery in Emgwen, particularly in addressing non-communicable diseases and maternal and child health.

In the same month, he presided over the opening of a modern five-room chief’s office at Kamobo in Kapsabet Ward.
