The Energy and Petroleum Regulatory Authority (EPRA), in collaboration with the Kenya Trade Network Agency (KenTrade), plans to introduce a new electronic cargo clearance system in Kenya.
Under the new electronic system, EPRA and KenTrade plan to process clearance for consignments of coal, petroleum, and liquefied petroleum gas (LPG) across Kenya.
According to a public notice the two agencies issued on October 29, the rollout will be implemented in phases, with the first phase covering petroleum and LPG consignments.
The proposed system will operate through the National Electronic Single Window System (NESWS), also known as the Trade Facilitation Platform (TFP), which facilitates the electronic processing of trade documentation.
“The Authority, in collaboration with KenTrade, has begun the onboarding of EPRA services onto the NESWS, also known as the Trade Facilitation Platform (TFP), as part of ongoing efforts to enhance efficiency, transparency and compliance with the regulation of the Petroleum, Coal and Liquefied Petroleum Gas (GAS) subsectors,” part of the notice read.
According to the agencies, the mandatory implementation date will be announced after stakeholder consultations and other preparatory activities are completed.
What the Proposed System Means for Traders
Under the proposed arrangement, importers, exporters, transporters, and other stakeholders handling the affected consignments must submit clearance documents electronically through the platform.
Licensed transporters must also submit journey plans online.
At the same time, EPRA officers will use the integrated system to verify licenses issued to importers, exporters, transporters, and drivers in accordance with the Petroleum Act and its subsidiary legislation.
The Authority has urged affected stakeholders to ensure their licenses and other compliance documents are valid and up to date ahead of the planned rollout.
“Stakeholders are advised to ensure that all applicable licenses and related compliance documentation are valid and up to date in preparation for the proposed rollout and subsequent submission through the platform,” the agencies advised.
