The government has issued guidance on appealing against facility-level and bed capacity allocation. In a statement on Tuesday, August 5, Kenya Medical Practitioners and Dentists Council (KMPDC) Chief Executive Officer (CEO) Dr. David G. Kariuki said it has received several inquiries from facility owners and stakeholders regarding the levels and bed capacities assigned to their facilities.
Kariuki clarified that appeals arising from the closure, partial closure or downgrade of a health facility will only be addressed 90 days after the change in status.
He explained that the duration will allow the affected facility to comprehensively address all identified gaps.
Additionally, KMPDC said such categorisation changes have significant and cascading effects on the operations of other relevant government agencies.
“Health facilities are therefore expected to operate strictly within their licensed scope to avoid unnecessary disruptions and inconveniences to the broader health system,” KMDC stated.
Bed Capacity Appeals
Kariuki directed any facility seeking to update its assigned bed capacity to submit an official written request for inspection to [email protected] by August 8, 2025.
The CEO revealed that a verification process is currently ongoing to confirm the status of facilities based on the requests.
All applications are being processed in the order they were received. Once a request has been submitted, applicants are advised to exercise patience as their matter is scheduled and addressed.
KMPDC allows any interested persons, whether medical or non-medical or organizations to register a health institution.
However, patients can only be managed by qualified medical personnel approved by their relevant regulators.

KMPDC Levels of Health Facilities
Health facilities fall in different categories including Community Health Unit which offer preventive, health promotion and education; early detection of conditions, screening and referral and enforcing adherence to care and defaulter tracing.
There are also level 2 facilities which offer a dispensary, health clinic, dental clinic, Mobile clinic, eye clinic and funeral standalone.
KMPDC also has the level 3 health institution categorized as follows: Level 3A for Comprehensive Health centre, 3B for General medical & Dental clinic and 3C for Basic Health Centre.

There are also level 4 facilities where 4A provides Primary care hospital, 4B offers specialist standalone medical centre, medical surgical, diagnostic and clinical laboratory centre and 4C offering specialist health clinic.
Further, the Commission has Level 5- Hospitals which provides services offered in a Level 4 facility and more comprehensive set of services together with internship services for medical staff, research and serve as training centres for paramedical staff.
The highest level is 6 which can either be a National teaching and Referral Hospital or a Specialized hospital.
