Govt Reshuffles Staff in Top Executive Offices Including State House & Kindiki’s Office

Principal Secretary in the Department of Public Service and Human Capital Development Amos Gatheca has announced reshuffles in the offices of Principal Secretaries (PS).

In a letter seen by The Kenya Times, staff from the office of the President, Deputy President, Office of the Prime Cabinet Secretary, Office of the Head Chief of Staff and Secretary to the Cabinet are also affected by the circular.

The concerned Ministries/Departments have been asked to release the named officers immediately but not later than 29th November 2024.

The total number of staff moving to different departments is 55.

“The following postings have been agreed upon and should be effected immediately,” the letter reads in part.

Staff in PS Offices Reshuffled

Secretary Administration Positions Reshuffled

Among staffs reshuffled in PS offices is Chimwaga M. Mongo has been transferred from the State Department of Roads to the State Department for Performance and Delivery Management, where he will serve as Secretary Administration.

Moses N. Mbaruku moves from the Executive Office of the President (State House) to the Office of the Deputy President as Secretary Administration while David Y. Kipkemei has transitioned from the State Department for Irrigation to the State Department for Roads as Secretary Administration.

At the same time Susan W. Waweru takes up a new role at the State Department for East African Community Affairs, leaving her previous position in the State Department for Internal Security and National Administration, as Secretary Administration.

Meanwhile, Alan N. Machari will be shifting from the State Department of Youth Affairs and Creative Economy to the State Department for Energy while Evans M. Mutari departs the State Department of Forestry to join the State Department of Diaspora Affairs both as Secretary Administration.

Herman M. Shambi has been redeployed to the State Department for Labour and Skills Development from the State Department for Culture, the Arts and Heritage as Secretary Administration.

Director Administration

Additional changes include that of Joseph T. Bullut, who transitions to the State Department for Culture, the Arts and Heritage from the State Department for Internal Security and National Administration as Director Administration.

Elsewhere, Patrick M. Kirienye moves from the State Department for Internal Security and National Administration to the State Department for Housing and Urban Development as Director Administration.

Elsamma O. Ndegwa joins the State Department for Broadcasting and Telecommunications from the State Department for Co-operatives as Director Administration.

Kennedy K. Kimuyu leaves the State Department for Economic Planning to serve as Director Administration in the State Department for Youth Affairs and Creative Economy.

Tom Anjere moves from the State Department for Internal Security to the Office of the Prime Cabinet Secretary, while Vincent A. Ongere transfers from the State Department for Environment and Climate Change to the State Department for Wildlife, both as Director Administration.

Gerald F. Sakwa assumes the role of Senior Deputy Secretary in the State Department for Internal Security and National Administration, transitioning from the State Department for Immigration and Citizen Services (National Registration Bureau).

Directors of Planning and Chief Economists

Evelyne A. Apwoka, previously with the State Department for Industry, has been reassigned to the Office of the Chief of Staff and Head of the Public Service (State Corporations Advisory Committee) as Director of Planning.

Meanwhile, Cyrus W. Muiru transitions from the Office of the Deputy President to the State Department for Labour and Skills Development in the same role.

Similarly, Samwel Mukindia moves from the State Department for Irrigation to the State Department for the Blue Economy and Fisheries as Director of Planning.

Also, John Nyangena who served in the State Department for Economic Planning Macroeconomic Planning, has been posted to the State Department for Higher Education and Research as Chief Economist.

In another change, Esther Nyaosi departs the State Department for Housing and Urban Development to take up a role in the State Department for Parliamentary Affairs as Chief Economist.

Additionally, Patrick Gachanja has been transferred from the State Department for Higher Education and Research to the State Department for Housing and Urban Development.

Stephen Maluku moves from the National Treasury to the State Department for Economic Planning as Chief Economist while Thomas O. Musandu, transitions from the State Department for Basic Education to the State Department for Public Works in the same role.

Similarly, Nicholas Ambundo, shifts from the State Department for Labour and Skills Development to the State Department for Basic Education as Chief Economist.
