UPDATE: The Public Service Commission (PSC) has clarified an advertisement by the Commission which invited applications from suitably qualified persons who wish to be considered for the position of Principal Secretary.
PSC CEO Paul Famba on November 20 clarified that the advertisement on the Commission’s website is for one Principal Secretary slot to fill the vacancy left by Veronica Mueni Nduva who moved to the East African Community (EAC) as the Secretary General.
Nduva served as PS for the State Department of Performance and Delivery Management.
In an advert on November 19, the PSC exercised its mandate of recommending to the President individuals for nomination and appointment as Principal Secretaries.
“Pursuant to this constitutional provision, the Public Service Commission invites applications from suitably qualified persons who wish to be considered for the position of Principal Secretary,” the advert read.
PSC lists requirements for appointment as a Principal Secretary
First, the Commission listed the requirements for appointment as Principal Secretaries that interested candidates must meet.
(i) be a citizen of Kenya.
(ii) hold a degree from a university recognized in Kenya.
(iii) have at least ten years relevant professional experience, five years of which should have been in a leadership position or at a top management level in the public service or private sector.
(iv) possess general knowledge of the organization and functions of Government.
(v) demonstrate an understanding of the goals, policies and developmental objectives of the nation.
(vi) have demonstrable leadership and management capacity including knowledge of financial management and strategic people management.
(vii) meet the requirements of Chapter Six of the Constitution on leadership and integrity.
Duties and Responsibilities of Principal Secretaries
Principal Secretaries will be responsible to their respective Cabinet Secretary in the performance of their duties. Specific duties and responsibilities shall include:
(i) being the Accounting Officer and Authorized Officer of the State Department.
(ii) implementing government policies and the Strategic Plan for the State Department.
(iii) facilitating the achievement of the goals and objectives of Government and Inter- Governmental programmes and projects.
(iv) developing and implementing an effective performance management system.
(v) ensuring efficient and effective utilization of Financial, Human and other Resources in the State Department and submitting regular statutory reports as required.
(vi) promoting the values and principles spelt out in Articles 10 and 232 of the Constitution of Kenya in the operations of the State Department.

Terms of Service
(i) A Principal Secretary will serve on contract as determined by the appointing Authority.
(ii) The gross monthly salary and benefits attached to this position will be as determined by the Salaries and Remuneration Commission vide Kenya Gazette No. 8792 Vol. CXXIV- No. 154 of 27th July 2022.
(iii) Serving public servants appointed to this position may be granted leave of absence by the Public Service Commission.

Signing of ministerial performance contracts
The announcement by PSC comes hours after President William Ruto directed Cabinet secretaries and senior government officials to deliver on their mandate without delays and excuses.
President Ruto gave the order on Tuesday November 19 during the signing of the ministerial performance contracts at State House, Nairobi, where the head of state said that he would not condone laxity in his administration.
He said performance contracting was but one of the measures his government had employed to continually improve service delivery for Kenya’s growth.
“What we signed today are action plans that need urgent execution. I expect each CS to take responsibility for what they signed. There is no room for excuses, delay or failure,” Ruto said.
All CSs were present except for Information, Communication and Technology (ICT) CS Margaret Nyambura.
Prime Cabinet Secretary Musalia Mudavadi signed the contracts of three ministries- Foreign Affairs, Interior and National Coordination as well as Culture and Heritage. The last two dockets are vacant.
