A new Politrack Africa survey ranks Industrialization PS Juma Mukhwana as the worst-performing among principal secretaries in President William Ruto’s administration, followed by Wildlife PS Silvia Museiya Kihoro and Petroleum PS Mohamed Liban.
The survey assessed the performance of 56 Principal Secretaries serving in different State Departments.
Respondents were asked to indicate whether each PS had performed well or not, with the rankings based on the difference between positive and negative ratings.
Politrack Survey Reveals Top and Bottom Performing Principal Secretaries
According to the Politrack Survey Principal Secretaries Performance Matrix, which was last updated on June 19, 2026, Dr. Mukhwana recorded the lowest net performance score, with 71 percent of respondents rating him as non-performing, compared to only 29 percent who rated him as performing well.

Silvia Museiya was ranked second from the bottom, with 68 percent of respondents saying she had not performed well in the Wildlife docket, while 32 percent rated her positively.
Mohamed Liban ranked last among the bottom three, with 63 percent of those surveyed rating his performance in the Petroleum State Department as poor.
Other Principal Secretaries who featured among the lowest-rated Principal Secretaries on the Politrack include Dr. Salome Wairimu Muhia (Correctional Services), Dr. Caroline Wanjiru Karugu (East African Community Affairs), Dr. Kello Harsama (ASALs and Regional Development), Idris Salim Dakota (Cabinet Affairs), Harry Kimtai (Mining), Regina Akoth Ombam (Trade), Julius Korir (Water and Sanitation) and Dr. Abdulrazak Shaukat (Science, Research and Innovation).
At the opposite end of the Politrack ranking, Interior and National Administration PS Dr. Raymond Omollo emerged as the best-performing Principal Secretary, with 75 percent of respondents approving of his performance.
He was followed by Roads and Transport PS Eng. Joseph Mbugua, Sports PS Elijah Mwangi, Energy PS Alex Kamau and Diaspora Affairs PS Roseline Njogu.
