The Government of Kenya plans to use US$600 million (approximately KSh78 billion) in financing from the World Bank to upgrade approximately 536km of roads across seven counties under the Roads for Rural Economic Development Project (RREDP).
According to a general procurement notice issued by the Kenya National Highways Authority (KeNHA), the project will target Elgeyo Marakwet, Uasin Gishu, Kericho, Bomet, Nandi, Narok and Nakuru counties, with selected roads upgraded to bitumen standards.
“The Government of the Republic of Kenya intends to apply for financing in the amount of US$ 600 million equivalent from the World Bank towards the cost of the Roads for Rural Economic Development Project (RREDP), and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project,” KeNHA stated.
The project will also support rural connectivity, agricultural productivity, access to markets and essential services, and economic opportunities in the targeted areas.
Counties to Get 536km of Upgraded Roads
KeNHA plans to upgrade the selected road sections using climate-resilient designs. The works will include road safety improvements, associated civil works for fibre-optic cables and the construction of bridges at selected locations in the Lower Eastern region.
The authority said it will procure the road works through a Design-and-Build approach, along with the corresponding construction supervision services.
“The works will be procured through a Design-and-Build approach, together with the corresponding construction supervision services.”
Contractors will undergo an initial selection process for the 536km road sections before the relevant procurement processes proceed.
Beyond road construction, the project will support the development of community socio-economic infrastructure in selected areas of the seven counties.
KeNHA plans to design and construct key facilities after a comprehensive needs assessment determines local infrastructure requirements.
Another component will focus on strengthening rural cross-border connectivity and trade facilitation. The planned works include constructing buildings and installing digital systems at Olposimoru, Nyamtiro and Kopanga border stations.

The project will also strengthen institutions in the transport sector, including improvements to project implementation, road sector planning, and road maintenance management, through the procurement of goods and services.
KeNHA Opens Procurement Opportunities to Eligible Firms
KeNHA said the Government intends to use part of the World Bank financing to pay for goods, works, non-consulting services, and consulting services required under the project.
Procurement will follow the World Bank’s Procurement Regulations for IPF Borrowers, issued in July 2016 and revised in September 2025 under the seventh edition. The regulations define the opportunities as open to eligible firms and individuals.
“Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers, issued in July, 2016 and revised in September, 2025 (7th Edition) (“Procurement Regulations”) and is open to all eligible firms and individuals as defined in the Procurement Regulations,” the notice stated.
