National Treasury Cabinet Secretary John Mbadi has announced a three-year ban barring a Kenyan company from participating in government tenders and public asset disposal proceedings.
In a Gazette Notice dated September 28, 2026, CS Mbadi announced the debarment of Peesam Limited from public procurement processes.
The notice, published under Gazette Notice No. 15982, states that the Public Procurement Regulatory Authority debarred the company.
“PEESAM LIMITED has been debarred by the Public Procurement Regulatory Authority from participating in public procurement and asset disposal proceedings,” the statement read in part.
Why Mbadi Barred the Company From Govt Contracts
This decision was made under the Public Procurement and Asset Disposal Act, Cap. 412C, and the Public Procurement and Asset Disposal Regulations.
According to the notice, CS Mbadi stated that the debarment was imposed on grounds specified under Section 41 of the Public Procurement and Asset Disposal Act.
The three-year ban took effect on February 17, 2025, barring the company from participating in public procurement and asset disposal proceedings during the period.
“…on the grounds specified in section 41 of the Public Procurement and Asset Disposal Act, for a period of three (3) years with effect from the 17th February 2025.”
About Peesam Limited
Peesam Limited is a Kenyan private limited liability company that provides cleaning, environmental management, grass-cutting and general corporate supply services.
The company is registered and incorporated in Kenya under the Companies Act and operates mainly as a service contractor and corporate supplier.
Its registered address is listed as Annmuds Suites, 1st Floor, Suite 03, Thika, with a postal address of P.O. Box 29006-00100, Nairobi.
Public supplier records list Samuel Mburu Nganga as a director and contact person. Other records also list Jacinta Njoroge and Penina Kirimi.

Peesam Limited has been involved in tenders for cleaning services at Moi International Airport and environmental management and grass-cutting services at Manda Airstrip.
The company has also pursued procurement disputes through the Public Procurement Administrative Review Board and the High Court in Nairobi, including a tender dispute involving Tharaka University.
Mbadi Announces Changes to Key Government Boards
Mbadi has also issued additional notices announcing appointments and re-appointments to several government boards, along with a separate Gazette Notice debarring a Kenyan company from public procurement for three years.
The appointments were published in Kenya Gazette Volume CXXVIII, No. 179, through separate notices covering the Local Authorities Provident Fund, the National Government Constituencies Development Fund (NG-CDF) Board and the Kenya Trade Network Agency (KenTrade).

Under Gazette Notice No. 15978, Kevin Owango Onyango and Dennis Miskellah were appointed as members of the Board of Trustees of the Local Authorities Provident Fund for three years, effective October 9, 2026.
In Gazette Notice No. 15979, Mbadi re-appointed Olago Aluoch as the non-executive chairperson of the NG-CDF Board for another three-year term.
Through Gazette Notice No. 15980, Olago Aluoch and Masitsa Naomi Shiyonga were re-appointed as members of the NG-CDF Board of Directors for another three years from October 9, 2026.
In a separate notice, Gazette Notice No. 15981, Mbadi re-appointed Gerald A. Okoko as a member of the Board of the Kenya Trade Network Agency (KenTrade) for three years, effective October 9, 2026.
