Lawyers representing the two leaders sent separate demand letters dated September 24, 2026, challenging reports aired and published by NTV and Citizen Digital over the incident.
The controversy emerged after images and videos circulated showing women’s underwear bearing references to Murango’s name, the 2027 gubernatorial contest and the National Government Affirmative Action Fund (NGAAF).
Residents in Kirinyaga subsequently protested over the items and questioned their alleged connection to the senator.
Murango Demands Retraction from Citizen
In a letter to Royal Media Services, lawyers acting for Murango challenged a Citizen Digital report whose opening caption described the items as free underwear promoting the senator’s gubernatorial bid.
According to the demand letter, the report showed underwear bearing the words “NGAAF” and “GOV KAMAU MURANGO 2027” before airing interviews with people commenting on the items.
The lawyers argued that the publication went beyond reporting residents’ reactions by presenting the items as having been distributed to promote Murango’s political ambitions.
At the same time, they said the report conveyed the impression that their client had bought, commissioned or distributed the underwear as part of a political campaign.
“The Publications did more than show a disputed item and report residents’ reactions,” the lawyers said in the demand letter.
The lawyers further objected to what they described as an implication that Murango had used or appropriated the NGAAF name or resources for political purposes.
Lawyers Challenge NTV report
A separate letter from Sakimpa & Partners Advocates to Nation Media Group challenged an NTV report titled “Chupi za Murango Zaibua Hoja Kirinyaga.”
The report carried captions translated as allegations that Senator Murango had been criticized for performing the role of the Woman Representative and that he had bought underwear for women in Kirinyaga.
Murango’s lawyers said the broadcast, together with NTV’s posts on X and Facebook, created an impression that the senator was responsible for the distribution.
The lawyers demanded a retraction, public apology and admission of liability over the report. The demand also names NTV reporters.

Njeri Maina Issues Legal Demand
Maina’s lawyers also wrote separately to Nation Media Group about the same NTV report.
They argued that although the headline referred to Senator Murango, the broadcast also mentioned Maina in her capacity as Kirinyaga Woman Representative and referred to NGAAF.
According to the lawyers, this created an impression that Maina had participated in or colluded with Murango in the alleged use of NGAAF funds to obtain the items.
They said the allegations affected Maina personally and could raise questions about the integrity with which she performs her public duties.
“Although the headline named Senator James Kamau Murango, the report also mentioned our client in her capacity as Kirinyaga County Woman Representative and linked the story to the National Government Affirmative Action Fund (“NGAAF”),” the lawyers said.
“By presenting the alleged distribution alongside references to her office and NGAAF, the Publications suggested that she had participated or colluded with the Senator in the improper use of NGAAF funds for the items. The allegation concerns her personally and the integrity with which she discharges a public office.
The lawyers therefore demanded correction, retraction and a public apology over the publication.

Maina Calls for Evidence
Maina had earlier challenged people claiming that NGAAF-branded merchandise was being distributed in Kirinyaga to provide evidence showing who was behind the exercise.
She called for videos showing the faces of those allegedly distributing the merchandise as well as the NGAAF branding.
Maina also offered a KSh50,000 reward for evidence and asked people with such information to be prepared to record statements with the police.
