Nairobi County Governor Johnson Sakaja has announced new Nairobi land rates for 2027, with the charges taking effect from January 1 next year.
In a Gazette Notice dated September 4, 2026, the Nairobi City County Government announced that the 2027 land rates will become due on January 1, 2027, and Patrick Mbogo, CECM for Built Environment and Urban Planning, signed the notice.
Further, the notice, issued under the County Governments Act and the National Rating Act, 2024, outlines the rates to be levied on ratable landowners across Nairobi.
The Nairobi City County Government said the new rates will apply to ratable owners and the general public, with charges determined under the categories set out in the notice.
“IN EXERCISE of Power conferred by section 1 (s) (3) and section 56 (1) of the National Rating Act, 2024, notice is given to all ratable owners and the general public that land rates levied by the Nairobi City County Government for the year 2027, shall become due on the 1st January, 2027, and shall be levied as follows,” the notice read in part.
Land Rate Fee Structure
- Flat Rate Zones (Categorized by Land Size)
For properties falling under flat-rate structures, the annual charges are determined strictly by the size of the land:
- Land not exceeding 0.1 Hectare: KSh 2,560 per year.
- Land greater than 0.1 but not exceeding 0.2 hectares: KSh 3,200 per year.
- Land greater than 0.2 but not exceeding 0.4 hectares: KSh 4,000 per year.
- Land exceeding 0.4 hectares: KSh 4,800 per year.
- Private and Public Valuation Properties/Plots
For valued properties, the new rates are based on the 2019 Draft Valuation Roll and are struck at a uniform percentage of the Unimproved Site Value (USV):
- Residential Plots: 0.115% of the USV per year.
- Commercial Plots: 0.115% of the USV per year.
- Agricultural Plots: 0.115% of the USV per year.

Special Capping, Floor, and Objection Rules
Nairobi County has introduced specific guidelines to transition property owners to the new valuation roll smoothly:
- Floor (Minimum payment): If the new calculated rates are lower than what was paid in 2022, the property owner must continue to pay the higher 2022 rates.
- Cap (Maximum payment): If the new calculated rates are more than double the 2022 rates, the payment is capped so that the owner only pays double the 2022 rates.
- Pending Objections: Any ratable owners who formally objected to the new rates under the 2019 Draft Valuation Roll will continue paying the old rates until the Valuation Board officially hears and determines their objections.
“All Ratable Owners who had objected to the new rates as per the 2019 Draft Valuation Roll shall continue paying the old rates pending the hearing and determination of their respective objections by the Valuation Board,” the Nairobi City County notice advised.

Important Administrative Instructions
- Sectional Title Holders: If you hold a sectional title (such as an apartment unit within a larger block), you are now required to open an individual rates account with the county.
- Unvalued or Missing Plots: Owners whose properties have not been valued or are missing from the Draft Valuation Roll are advised to contact the Chief Valuer at City Hall.
From the notice, Nairobi property owners can download their land rates invoices online by logging onto the official county portal, nairobiservices.go.ke.
Payments for the land rates should be made through the e-Citizen platform.
