Nairobi City County Chief Officer for Environment, Geoffrey Mosiria, has issued a fresh warning to landlords and tenants within the County.
In a statement on Sunday, August 3, Mosiria said the County government will resume cleaning activities in Pipeline.
He said officers will repair the road sections destroyed due to the dumping of garbage by the residents.
“This coming week, we shall resume the cleaning exercise along the roads in the Pipeline area, including backfilling sections of the road that were damaged due to wastewater discharge and illegal dumping of garbage by residents,” Mosiria said.
Mosiria explained that landlords remain silent even when tenants dispose of waste, despite warnings.
He warned that the County officials will arrest both landlords and tenants found disregarding the previous warnings.
Mosiria argued that arresting such individuals is the only mechanism the government can use to ensure Nairobi is clean.
“Despite previous warnings, some tenants continue to dispose of waste illegally, with landlords turning a blind eye,” he said.
“Moving forward, we shall arrest both tenants and landlords found responsible for illegal dumping. This is the only way to restore order, uphold the law, and ensure our city remains clean and livable for all.”
Mosiria Pledges to Punish Tenants & Landlords Over Illegal Dumping
On July 16, Mosiria oversaw the clearing of garbage that had been dumped along the roads by tenants at Pipeline Estate.
Mosiria said many landlords in the Estate do not pay for garbage collection services.
Therefore, their tenants lacked proper waste disposal options and were forced to dispose of their household waste directly onto the roads, posing serious health and environmental risks.

“Moving forward, I will lead a strict enforcement exercise to ensure that all landlords, caretakers, and tenants involved in this illegal dumping are held accountable. As stipulated in the Nairobi City County Solid Waste Management Act of 2015, every premise owner is responsible for cleanliness within a 10-metre radius of their property,” he said.
He emphasized that the law will be fully enforced without exception and urged everyone to keep Nairobi clean and dignified for all.

Garbage Collection
After a follow-up cleaning exercise, Moisiria said Nairobi County is committed to restoring order and maintaining cleanliness in Pipeline and its surroundings.
He issued a warning to landlords, directing them to ensure that all their tenants have their waste collected either by Community-Based Organizations (CBOs) or registered Private Service Providers (PSPs).
“All waste must be collected directly from households. Failure to comply with this directive will result in arrests and prosecution,” he said.
