All Chief Executive Officers (CEOs) and heads of human resource departments across the country have been ordered to ensure maximum staff participation in a newly launched employee survey by the Public Service Commission (PSC).
According to PCS in a Tuesday, September 9 notice, the survey is meant for satisfaction and workplace environment assessment in government institutions.
Further, the nationwide exercise, which will run from 8th to 20th September 2025, is designed to measure employee satisfaction levels and the suitability of workplace conditions across Kenya’s public sector.
PSC has explained that the findings will establish a baseline employee satisfaction index that will inform policy reviews and reforms aimed at improving service delivery.
The findings will also help improve workplace governance and employee well-being.
“To this end, the Public Service Commission is undertaking an employee satisfaction and workplace environment survey to determine the level of employee satisfaction and the suitability of the workplace environment.
“The findings of the survey shall guide the Commission in establishing the overall baseline employee satisfaction index and inform policy reviews to improve efficiency and effectiveness in service delivery, workplace environment, and good governance practice in the public service.”

Institutions where CEOS Must Encourage Workers to Conduct Survey
In the notice, PSC indicated that the assessment will be conducted across all sectors under its jurisdiction.
These include constitutional commissions and independent offices, ministries and state departments, statutory commissions and authorities.
Additionally, state corporations and semi-autonomous government agencies (SAGAs), public universities, and technical and vocational education training institutions (TVETs) are expected to participate.
The Commission noted that participation is not optional, instructing CEOs and heads of HR to inform staff and mobilize them to fill out the assessment tool online.
“The survey targets public officers in all the service sectors under the jurisdiction of the Commission.
“Authorized officers, CEOs, and Heads of Human Resource are required to widely share this notification with their staff to ensure maximum participation,” PSC stated.

What to Fill in the Survey
By compiling data directly from staff, PSC intends to gather evidence that will shape reforms around workplace culture, employee motivation, and overall efficiency in public institutions.
Moreover, the link, accessible through the PSC website at www.publicservice.go.ke, or via a QR code.
The website and the code will provide employees with a direct channel to share their experiences and perspectives on workplace conditions.
