President William Ruto and Cabinet Secretary for Interior and National Administration Kipchumba Murkomen have announced the formation of selection panels to oversee the recruitment of new chairpersons for the Public Service Commission (PSC) and the National Cohesion and Integration Commission (NCIC).
In a special Gazette Notice released on Tuesday, November 4, President Ruto declared a vacancy in the position of PSC Chairperson as Ambassador Anthony Muchiri is set to leave office next year upon completing his six-year constitutional term.
He was sworn into office on December 22, 2021.
Ruto, Murkomen Form Selection Panels to Nominate PSC and NCIC Chairs
Acting in accordance with the Public Service Commission Act (Cap. 185), Ruto appointed a seven-member selection panel to identify suitable nominees for the position.
“Now therefore, I, William Samoei Ruto, President of the Republic of Kenya and Commander in Chief of the Defence Forces, in exercise of the powers conferred upon me by section 7 (3) of the Public Service Commission Act, and in accordance with the procedure set out under Paragraph 1 (1) of the First Schedule to the Act, do hereby,” read the notice in part.
“I declare a vacancy in the position of the Chairperson of the Commission; II. constitute a Selection Panel for the recruitment of nominees for appointments as Chairperson of the Public Service Commission.”

President William Ruto has appointed a seven-member selection panel to oversee the recruitment of the next Chairperson of the Public Service Commission.
The panel members are Arthur Osiya, Jane Joram, Prof. Nura Mohammed, Sylvester Ngei Kiini, Ruth Wambeti Ruraa, Nancy Oundo Dalla, and Elizabeth Chesang.
Meanwhile, CS Kipchumba Murkomen has gazetted the disbandment of the top leadership of the NCIC, just a day after senators threatened to have its mandate transferred to other agencies for failing to curb hate speech.
In a separate gazette notice, Murkomen declared eight vacancies, including that of the commission Chairperson, Rev. Samuel Kobia.

The CS declared impending vacancies in the NCIC following the expiry of the six-year non-renewable term of the current chairperson and seven members, effective November 17, 2025.
“Now therefore, the Cabinet Secretary for Interior and National Administration, in exercise of the powers conferred by section 17 of the National Cohesion and Integration Commission Act as read with the procedure set out under Paragraph 2 of the First Schedule to the Act, do hereby Declare impending vacancies in the position of Chairperson and seven (7) Members of the Commission, with effect from the 17th November, 2025,” read the notice in part.
“Constitute a Selection Panel for the recruitment of nominees for appointment as Chairperson and Members of the National Cohesion and Integration Commission; and appoint the following persons to the membership of the Panel.”
The move sets the stage for the recruitment of a new team, which will be conducted by a six-member selection panel comprising retired Judge Hannah Okwengu, former NTSA Director-General Francis Meja, Dr. Reuben Chirchir, Pauline Mcharo, Rtd. Col. Alfred Mshimba, and Michael Nzomo Mbithuka.
