Ruto Nominates New Principal Secretaries [FULL LIST]

President William Ruto has reshuffled some of his Principal Secretaries (PSs) and nominated 14 new ones.

Ruto said these changes are driven by the need to harness the opportunities within emerging sectors of the economy, as well as to address challenges affecting Kenya’s social fabric.

“His excellency has today instituted changes to the Organization of Government. The Presidential Action, serialized as Executive Order No. 1 of 2025, causes nominations to and re-assignments of State Departments, as well as postings to the nation’s foreign service,” read the statement in part.

“Collectively, the changes seek to further accelerate the implementation of the Administration’s seminal socio-economic blueprint, the Bottom-Up Economic Transformation Agenda (BETA).”

Ruto swaps Bitok and Belio Kipsang  

Prof. Julius Bitok and Dr. Belio Kipsang have been swapped.

Bitok has moved to the State Department for Basic Education while Kipsang is the PS for State Department for Immigration & Citizen Services under the Ministry of Interior & National Administration.

Elijah Mwangi is the new PS for State Departments for Sports in the Ministry of Youth Affairs & Sports.

Mwangi was the PS, State Department for Mining in the Ministry of Mining, Blue Economy and Maritime Affairs.

Teresiah Mbaika has been appointed as the PS State Department for Aviation & Aerospace Development in the Ministry of Roads & Transport.

Mbaika has been the PS State Department for Devolution Office of the Deputy President.

Ismael Madey has been moved from the State Department for Youth Affairs to the State Department for Special Programmes  in the Ministry of Public Service, Human Capital Development & Special Programmes.

Harry Kimtai has been reassigned to the State Department for Mining.

Kimtai has been the PS State Department for Medical Services, Ministry of Health.

Ruto promoted Public Service PS Amos Gathecha to be Deputy Head of the Public Service Executive Office of the President.

ICT and digital economy PS, Edward Kisiang’ani has been appointed as Senior Advisor & Member of the President’s Council of Economic Advisors.

Sports PS Eng. Peter Tum has been nominated as Ambassador to Kinshasa, Democratic Republic of Congo (DRC).

List of New Nominees for Appointment as Principal Secretaries

President William Ruto has nominated 14 new PSs.

“Pursuant to Article 155(3) of the Constitution and in accordance with the recommendations of the Public Service Commission, the following persons have been nominated for appointment as Principal Secretaries, as stated hereinafter,” the statement read further.

Dr. Jane Kare Imbunya has been nominated PS for State Department for Public Service & Human Capital Development while Regina Akoth Ombam has been nominated PS for State Department for trade.

At the same time, former ODM election board chair Judith Pareno has been nominated PS for Justice, human rights and constitutional affairs.
