The Executive office of the President on Friday, August 4 advertised seven positions for The Power of Mercy Commitee members.

In a notice in the local dailies, the selection panel under the leadership of Aggrey Mudembei Busena invited applications from qualified and interested individuals.

President William Ruto appointed the Busena and other members of the panel in mid-July, through a gazette notice. 

Requirements for Application

First, one must be a Kenyan Citizen, have a degree from a university recognized in Kenya and have had a distinguished career in a respective field.

Moreover, a candidate should have at least 10 years’ proven knowledge and expertise in matters relating to law, psychiatry, psychology, and counseling, correctional services, medicine, human rights, governance, religion gender, children matter and disability.

Furthermore, the applicant should meet the requirements of Chapter six of the Constitution.

Therefore, a person shall not be qualified for appointment as a member of the Advisory Committe if the person.

a) Is a State Officer or a Public Officer.

b) Is a member of the governing body of a political party.

c) Is an undischarged bankrupt.

d) Has been convicted whether in Kenya or elsewhere, of an offence and sent imprisonment for a term exceeding six months without the option of a fine.

e) Is unable to perform the functions of the office due to mental incapacity: has been removed from public office for contravening the provisions of the Con any other law.

f) Has been removed from public office for contravening the provisions of the Constitution or any other law.

Additionally, the shortlisted candidates must submit the following document during the interviews.

• Tax compliance certificate from the Kenya Revenue Authority (KRA)
• Certificate of clearance from the Higher Education Loans Board (HELB)
• Current police clearance certificate from the Directorate of Criminal Investigation (DCI)
• Duly filled and stamped Self Declaration Clearance from the Ethics and Commission (EACC) 
• Credit Reference Bureau Clearance Certificate (CRB).

According to the selection panel, each application should include a detailed curriculum vitae, copies of relevant academic and professional certificates and other relevant supporting documents. 

Scanned copies of these documents should accompany an online application. All applications should be clearly marked “Application for the Position of Member of the Power of Mercy Advisory Commitee”

Additionally, the applications should be addressed to The Joint Secretary Selection Panel for the Appointment of Members of the Power of Mercy Advisory Committee, Harambee House Annex, Ground Floor, Wing A Room 002.P.O. Box 62345-00200 NAIROBI.

In addition, applicants are encouraged to apply online, sharing relevant documents in portable documents format (PDF). They should be sent to pomac.selection@headofpublicservice.go.ke.

The deadline for application is on Friday 25th August 2023. 

 About Power of Mercy Committe

The Power of Mercy Advisory Committee is Constitutional Committee established pursuant to Article 133 of the Constitution of Kenya, 2010 and operationalized by the Power of Mercy Act 2011.

What’s more, the primary mandate of the Committee is to advise the President on the power of mercy.

In addition, the Committee has the following functions:

a) Undertake or commission research and collect data on matters relating to the power of mercy.

b) Work with State organs responsible for correctional services to educate persons in
correctional facilities on the power of mercy and procedures relating to application for its
exercise.

c) Carry out any necessary investigations required to decide on a petition power of mercy.

d) Partner with State and non-state actors to educate the public on the nature and implications for of the power of mercy.

e) Undertake such other activities as may be necessary for the discharge of its functions and the exercise of its powers.

d) Carry out any other function as may be conferred on it under any other written tow.

 Furthermore, members of the Advisory Committee serve on a part-time basis for a single term of 5 years.

Members of the Selection Panel

Apart from Busena, other members include, Lynette Mwangi, Jonam Kenama, Dixon M Mwakazi, Jasper M Mbiuki, Dan Kenneth Ameyo, Reverend Martha Wairimu Kihika, Sara Bonaya and Thomas Okoth Koyier.

Ruto also appointed Thomas Nyamorata and Caroline Jerono Kibiwott as joint secretaries of the panel.
