Nairobi Governor Johnson Sakaja has reshuffled County Chief Officers.
In a notice dated Friday April 24, the County boss said the changes take effect immediately.
“In accordance with Section 45(5) of the County Government Act 2012, the following County Chief Officers have been reassigned as stated below,” read the notice in part.
Sakaja Reshuffles Nairobi County Chief Officers
Dr. Machel Waikenda has been moved from the Mobility and Ag. ICT Infrastructure docket to Lands and Ag. Mobility. At the same time, Cecilia Koigu has been reassigned from Lands to ICT Infrastructure.
Engineer Bob Ariemba has been appointed as Ag. Chief Officer for Works.
In other changes, Dr. Irene Muchoki has been transferred from Medical Services to Gender and Inclusivity, while Mariam Dubow Dahir moves from Gender and Inclusivity to Medical Services.

Past Eecutive Changes
This comes after Governor Sakaja in November last year made a reshuffle within the County Executive, reassigning ten County Chief Officers to new dockets in a move aimed at improving service delivery to the public.
The changes, communicated through an official circular dated Tuesday, November 18, 2025, were carried out in accordance with Section 45(5) of the County Government Act, 2012. The reassignment took effect immediately.
Among the notable changes, Godfrey Akumali was moved from the Business and Hustler Opportunities docket to the Housing and Urban Renewal sector, a key area grappling with Nairobi’s rapid urban growth and persistent housing challenges.
At the same time, former Social Services Chief Officer Tony Michael Kimani was reassigned to Social Services and Estate Management, while Lydia Mathia moved from Housing and Urban Renewal to the Business and Hustler Opportunities docket, effectively swapping roles with Akumali
In the health and environment sector, Hibrahim Otieno left Medical Facilities and was moved to the Environment docket, replacing Geoffrey Mosiria, who transitioned to Citizen Engagement and Customer Service.
Mosiria had previously been in the public spotlight for his role in environmental management.
Wilson Gakuya, who had been in charge of Smart Nairobi, was reassigned to Digital Economy and Startups, returning to a docket he had previously overseen. His predecessor, Sande Oyolo, took over Medical Facilities.
Machel Waikenda, who had been heading the Mobility docket, was moved to Mobility and Agricultural ICT Infrastructure.
In the arts and tourism sector, Clement Rapudo was posted to Smart Nairobi, while Zipporah Mwangi was moved from Citizen Engagement to City Culture, Arts, and Tourism, completing the executive rotation.

Deal with National Govt
Meanwhile, Nairobi County and the national government signed a deal to work together, formalising collaboration on key projects and coordination of county and national functions.
The agreement, signed in February this year, establishes a joint responsibility framework to oversee implementation of key sectors including housing, roads, water provision, and waste management.
A key outcome of the renewed engagement is a joint program to improve cleanliness, roads, and water, including a large-scale waste-management rollout scheduled to begin in April.
According to county officials, funds have already been allocated, a contractor has been selected, and land has been secured in Ruai for a modern waste-processing facility expected to convert refuse into fertilizer and energy once fully operational.
Additional national support is also expected in urban roads, sewerage expansion, water-supply projects, and public lighting, with several stalled infrastructure projects initiated under the defunct NMS earmarked for completion through relevant national agencies.
