The Senate Justice, Legal Affairs, and Human Rights Committee has issued a final summons to Nairobi governor Johnson Sakaja over alleged unlawful evictions at Old Ngara Estate.
Sakaja will face immediate arrest if he fails to answer the committee’s final summons on the unlawful evictions on May 7.
According to the committee, the summons follows the failure of Sakaja to respond to a statement made on the unlawful eviction of tenants at Old Ngara Estate.
Nominated Senator Catherine Mumma filed a statement in October 2025 raising concerns over the forcible eviction of six households from Old Ngara Estate.
According to the nominated senator, the evictions on May 14 and June 18, 2025, were carried out in defiance of a conservatory court order issued by Justice Mohamed N. Kullow on May 30, 2025.
The committee chairman, Wakili Hilary Sigei, issued the summons following the statement of concern filed by the nominated senator, Catherine Mumma.

Senate Summons to Nairobi Governor Johnson Sakaja
According to the committee, the Nairobi governor has been summoned twice regarding the unlawful eviction at the Old Ngara Estate, but has not responded.
Hillary Sigei emphasized that Sakaja will be arrested for contempt of the Parliament if he does not respond to the summons by the committee.
“We have written to the Governor twice and waited seven months without so much as a reason for his absence. This committee will not be ignored. I want it on record, this is the final summons. The Governor must appear before us on May 7 2026. If he fails to honor this summons, we will instruct the Inspector General of Police to facilitate his arrest and bring him before this committee. The days of treating Parliament in contempt are over,” Wakili Hilary Sigei noted.
In support, Nominated Senator Veronica Maina requested that the Inspector General of Police be put on notice to facilitate compliance should Sakaja fail to appear on the specified date.
In addition, she explained that since the summons was the last one issued to Sakaja, a sanction would follow, adding that the residents of Old Ngara deserved an explanation from the governor.
Further, the Nairobi governor will be required to submit a written submission and appear in person before the committee.

Old Ngara Evictions
Affidavits submitted before the committee alleged that the evictions were carried out by officials, accompanied by unidentified individuals.
During the eviction process, residents’ valuables were looted and properties ransacked while subsisting court orders were in force.
Six households from Old Ngara Estate were forcibly evicted during the 2025 residents’ eviction.
