The Executive Office of the President has issued a rare public notice distancing itself from an individual it says has no authority to act on behalf of the State House or the First Lady, warning members of the public against any dealings conducted in its name.
In the notice published on Thursday, October 1, 2026, the office identified Eliel Cheruiyot Kipsang and stated that he is not an employee, agent, representative or authorized person of the Executive Office of the President or the Office of the First Lady.
The notice, issued by Comptroller of State House Katoo Ole Metito, said Kipsang has no authority to act, transact, make representations, receive money or enter into commitments on behalf of either office.
State House Issues Warning
State House further said any action, representation or transaction undertaken by Kipsang while purporting to represent the Executive Office of the President or the First Lady should be considered unauthorized.
“The public is hereby notified that Mr. Eliel Cheruiyot Kipsang, whose photograph appears above, is not an employee, agent, representative or authorised person of the Executive Office of the President or Her Excellency the First Lady,” the notice stated.
According to the notice, neither the Executive Office of the President nor the First Lady will bear responsibility or liability for any transactions or commitments Kipsang makes while claiming links to the offices.

While the notice did not accuse Kipsang of committing any crime, it made clear that he lacks authority to conduct business, receive money, make representations or enter agreements on behalf of the President’s office or the First Lady.
A review of Kipsang’s online presence shows accounts bearing his name describing him as “Director of Strategy and Planning State House”, a designation directly contradicted by the State House notice.
How Fake Government Connections Have Cost Kenyans Millions
Kenya has in recent years witnessed several cases involving individuals accused of exploiting perceived links to powerful government offices to solicit money, promises of employment and other favours from unsuspecting members of the public.
The cases have repeatedly prompted warnings from state agencies and investigators over the risks posed by people claiming access to influential offices.
The Directorate of Criminal Investigations also announced the arrest of a suspect in July 2026, accused of obtaining more than Ksh8.6 million from job seekers by allegedly claiming he could secure positions in the Kenya Defense Forces (KDF), the National Police Service (NPS), and the Public Service Commission (PSC) through high-level government connections.
In another case heard before a Nairobi court in January 2026, a man was accused of impersonating Felix Koskei and allegedly demanding KSh10 million from a senior government engineer while claiming he could influence the official’s employment status through connections within government.

In August 2025, investigators arrested a suspect accused of posing as an aide to Felix Koskei, the Head of Public Service, and allegedly obtaining KSh130,000 from a Kenyan citizen working in Lebanon after promising to secure a government job.
The police said the money had been presented as facilitation fees for the purported employment opportunity.
Why Victims Are Vulnerable
People who fall victim to such schemes are often pursuing opportunities that are highly sought after or difficult to access.
They include young people seeking government jobs, businesses chasing public tenders, families hoping to secure employment for relatives, individuals facing regulatory or legal challenges, and investors unfamiliar with government procedures.
The promise of access to powerful offices can create an impression of authority and influence, making victims more likely to trust claims that personal connections can secure jobs, contracts, approvals, or other services rather than official channels.
