The Council of the European Union (EU) has approved the fifth tranche of funding under the Ukraine Facility, amounting to €1.8 billion ($2.1 billion).
According to an official statement on November 4, the disbursement follows Ukraine’s successful completion of nine required reform steps, along with one pending condition from the previous tranche.
The funds are intended to strengthen Ukraine’s financial stability and ensure the continued functioning of its public administration.
“The Council has approved a 5th regular disbursement of over €1.8 billion under the Ukraine Facility. The aim is to bolster Ukraine’s financial stability and support the operation of its public administration,” read part of the statement.
The Ukraine Facility provides financial support for Ukraine over the 2024-2027 period.
EU Approves €1.8 Billion Funding Package for Ukraine
The Facility is a comprehensive and flexible funding mechanism designed to help Ukraine withstand the challenges of war while ensuring transparency, accountability, and predictability in the use of funds.
It is structured around three main pillars:
- Financial Support for Ukraine — Direct grants and loans provided under the Ukraine Plan, jointly developed by the Ukrainian government and the European Commission, to maintain economic stability and essential public services.
 - Ukraine Investment Framework — Mobilization of public and private investments to aid Ukraine’s recovery and reconstruction through budgetary guarantees, financial instruments, and blended operations.
 - Assistance Programmes to Ukraine — Technical and institutional support to strengthen governance, align laws with EU standards, and empower civil society.
 
The EU has also invited international partners and donor countries to contribute to the Facility, reinforcing global solidarity with Ukraine.

Total Budget of the Ukraine Facility
The Ukraine Facility carries a total budget of €50 billion for the period 2024–2027.
The amount was endorsed by EU leaders on 1 February 2024 as part of the mid-term revision of the EU’s 2021–2027 long-term budget (Multiannual Financial Framework, MFF).
The funding package is structured to include €33 billion in loans and €17 billion in grants, designed to provide both immediate financial relief and long-term development support.
To ensure transparency and proper use of resources, the Facility operates under a strict audit and control system, overseen by an independent audit board responsible for monitoring the allocation and use of funds.

Conditions for Support Under the Ukraine Facility
Ukraine’s access to funding under the EU’s Ukraine Facility is anchored on the implementation of the ‘Ukraine Plan,’ which the government presented in March 2024. The plan outlines the country’s roadmap for recovery, reconstruction, and modernization, alongside the reforms required for EU accession.
It focuses on structural and institutional reforms in key growth sectors, emphasizing improvements in public administration, good governance, rule of law, and anti-corruption measures.
The Council of the EU, after reviewing the plan on May 14, 2024, gave a positive assessment—confirming that Ukraine had met the precondition for receiving support under the Facility.
Disbursement of funds is performance-based, meaning payments are released only after Ukraine demonstrates progress on the agreed-upon reforms and investments, as measured through qualitative and quantitative benchmarks set by the Council.
Additionally, financial assistance remains contingent on Ukraine’s continued commitment to democratic principles, including the maintenance of effective institutions and respect for the rule of law.
